Slughorn should originally have taken over Snape's office. He was also Slytherin's Head of House, also the Potions Master, and it even had an enormous storage room and all sorts of convenient tools for brewing potions. But its drawbacks were obvious.

The dampness and chill beneath the Black Lake were too severe. Even in summer, the fireplace had to be lit. Slughorn, an elderly retiree brought back to work, could not withstand it. Besides, it was too quiet there, which did not suit his expectations.

When Scrimgeour had sent people to search Snape's office, they had arrived looking aggressive, but there had been little follow-up. They confiscated some particularly conspicuous contraband but left everything else untouched.

Slughorn was, after all, a prominent figure who valued his reputation. It would not have been appropriate for him to take over and dispose of things as he pleased. With Dumbledore encouraging him from the side, he moved his office to the Seventh Floor.

It became much livelier there. Upstairs was the Gryffindor Common Room, and it was never quiet before curfew. Even after curfew, there were students sneaking about and fleeing everywhere when Filch chased them down. Slughorn had covered for mischievous children several times. Though he showed favoritism at times, his reputation remained quite good.

Moreover, there were no other professors' offices on this floor, and the classrooms were basically abandoned. It was just right for holding Slug Club activities, such as inviting an outstanding student to dinner.

It was not an ordinary dinner from the Hogwarts Kitchen, nor was it something he had cooked himself. Slughorn handed the expensive ingredients he had prepared to the House-elves, who cooked them and brought them up.
