Leip is a balding, heavyset European man whose thinning hair and expressive face often betray his panic before he can conceal it. He is usually depicted in formal political attire, seated behind the White House desk or accompanied by security personnel. 371 1170

Personality

Leip is politically ambitious, opportunistic, and deeply hostile toward Huaxia when he believes the balance of power favors him. He attempts to restrict Emperor Four through a Network Peace Treaty, use Starweave Gene Company to infiltrate Huaxia, and turn Huaxia into an internationally weak nation. 258

His confidence repeatedly collapses in the presence of Liu Di. Leip recognizes that Liu Di can breach his defenses, manipulate his military systems, and enter top-secret facilities at will; this leaves him anxious, superstitious, and prone to panic. 415 417 581

Despite his cowardice and self-interest, Leip is capable of genuine attachment. He trusts General Cooper, grieves intensely after Cooper destroys his own body to avoid being used as a weapon, and pursues a virtual refuge for him. 921 946 His later decision to support Gemini is initially coerced, but becomes a deliberate policy after Liu Di appeals to his long-term interest in Earth’s defense. 1174 1175

Cyberwar Against Huaxia

Leip becomes a target of Liu Di’s cyber campaign after European Country networks, weapons systems, and official websites are compromised. While he refuses to activate the Zeus defense system during the initial crisis, he later attempts to counter Emperor Four by proposing the Network Peace Treaty and dispatching Starweave Gene Company into Huaxia. 254 258

When Liu Di seeks international recognition for the Punishers, Leip is threatened into signing the agreement and forces allied representatives to do the same. His signature helps secure approval from 27 countries. 371 372

Campaign Against Ghost Island

Leip remains determined to eliminate the Punishers. He convenes representatives of several powerful nations, presents the restored Black Shark submarine and neutron bomb, and proposes destroying Ghost Island. 387

He later leads an international fleet in attacking Ghost Island, ordering artillery and missile strikes despite the island’s plasma defenses. The fleet’s weapons fail against the protective shield, while Ghost Island destroys an approaching European helicopter with a quantum beam. 471

Leip continues escalating the conflict until Liu Di confronts him directly aboard his command vessel. His order for all forces to fire on Liu Di is ignored as the surrounding warships retreat. 475

Military Exercise Defeat

During a Huaxia–European Country military exercise, Leip imposes three conditions on Liu Di: Liu Di cannot personally participate, cannot use outside network power, and cannot deploy his private forces. 581

Even with these restrictions, Huaxia’s forces capture the European command center. Leip surrenders but refuses to accept the defeat, accusing Liu Di of breaking the rules. 601

Puppet of the Apocalypse Association

Leip is used as bait after Emperor Four hijacks his GUK-16 units. Forced to explain the attacks as hacker intrusions, he invents the name “Hand of God” to avoid directly naming Emperor Four. 448

Later, unknown forces implant a mechanical spine into Leip’s back, allowing them to control his speech, muscles, and political actions. The device is used to gather European political, military, and economic leaders at the White House for a wider takeover. 941 942

Liu Di intervenes, defeats the enhanced bodyguards, and removes Leip’s mechanical spine. Although the extraction injures Leip, it frees him from direct control. 943 944

Cooper’s Death and Rescue

After Cooper is hijacked by an unknown entity, he destroys his own body and memory hardware rather than become a weapon. Leip and Liu Di find his remains together. 945 946

Leip mourns Cooper and attempts to preserve his consciousness in a virtual environment. Liu Di upgrades the system into the Electronic Brain Realm and creates 283 virtual Tian Luo opponents in accordance with Cooper’s wish to challenge Huaxia’s strongest warriors. 946

Gemini Conflict and Reconciliation

Leip later leads an eight-country ban on Gemini products, openly declaring war on Liu Di and Huaxia while relying on Green-skinned alien support. 1170 1171

After Liu Di meets him in person, Leip agrees to support Gemini’s global expansion. He cancels covert anti-Gemini operations, propaganda campaigns, counterfeit production, and plans to destroy Emperor Four’s satellite. 1174

Leip then provides Gemini with land, tax exemptions, satellite manufacturing bases, and unfinished satellites, which Gemini converts into Scepter of God platforms. 1175
