Ch. 701To Hell with Reconciliation!
Plot points and events
- Luo awakens at Marine Headquarters after losing consciousness when his Devil Fruit ability was forcibly interrupted. He realizes his teacher rescued him after he killed a Celestial Dragon.
- Drake tells him their teacher retaliated against Sebastian and went to the Holy Land. Luo worries about putting his teacher in danger and insists on facing the consequences himself.
- A government warship arrives carrying CP0 agents led by Sivis, who demand Luo’s arrest. Marine officers strongly oppose the order, having learned about Luo’s ordeal and the sacrifices of Rosinante, who spent thirteen years imprisoned after saving him and ultimately died.
- Sengoku refuses to hand Luo over. Garp backs him, arguing that the Marines answer to their Fleet Admiral.
- Sivis announces that Fleet Admiral Shirozou has been stripped of his position and imprisoned in Impel Down, with Kizaru made acting Fleet Admiral. The Marines erupt in anger; Kizaru avoids being drawn into issuing the arrest order.
- Luo approaches Sivis, apparently suggesting a trade for reconciliation, but instead attacks him. Garp joins in, and the Marines charge the CP0 agents.
Character developments
- Luo moves from worry and self-blame to determinedly accepting responsibility—and rejecting any “reconciliation” that requires surrender.
- Drake remains protective and supportive, though he is as surprised as Luo by how widely the story has spread.
- Sengoku openly defies the government, showing a break from his former obedience.
- Garp encourages Sengoku and stands firmly with the Marines against CP0.
- Kizaru avoids taking action, refusing to become the instrument of Sivis’s demand.
- Sivis grows confident after revealing Shirozou’s downfall, but his confidence collapses when the Marines turn against him.

- Justice versus institutional authority: Sengoku and Garp reject the idea that government orders automatically deserve obedience.
- Sacrifice and remembrance: Rosinante’s suffering and death help explain the Marines’ anger and loyalty to Luo.
- Resistance over false reconciliation: Luo refuses to accept peace on terms that amount to surrender.

- Sengoku refuses Sivis’s demand; Garp reinforces his stance and mocks CP0.
