Background

The Marines exist to eradicate pirates and preserve world order. Although historically tied to the World Government, many of their members joined to uphold justice rather than serve as government enforcers 138 323.

During the Great Pirate Era, branches—particularly North Blue Branch 1—suffered from declining enlistment, personnel shortages, repeated pirate attacks, and deteriorating regional order 165 166. Rosen’s arrival transformed Branch 1 into the base of a broader military and technological expansion, beginning with the healing of its wounded personnel and a declaration that the Marines would take the offensive 167.

Marine Headquarters later broke away from the World Government after Rosen forced the Five Elders to concede control over Marine affairs. The organization became an independent force that could negotiate with the World Government rather than openly obey it 316 317.

Marine Headquarters

Marine Headquarters serves as the central command of the Marines. Its senior leadership includes the Fleet Admiral, Admirals, Hero of the Navy, Chief of Staff, Head Instructor, and Criminal Investigation Bureau Director 310.

After independence, Headquarters faces the loss of World Government funding, Cipher Pol intelligence, scientific support, and media access. Rosen’s administration responds through independent finance, intelligence, scientific research, and news operations 319 321.

Branches
