History

Sengoku first learned of Rosen through Zefa's report that the trainee had mastered four Armament Haki applications and invented Still Blood Armor in a single class. Initially dismissing the report as a myth, Sengoku changed his view after Zefa insisted it was true and immediately requested confirmation of Rosen's Conqueror's Haki. He promised to personally instruct Rosen if the student possessed it. 8

When Rosen awakened Intermediate Conqueror's Haki, Sengoku hurried to the Navy School in his Great Buddha Form and introduced himself as “Teacher Sengoku.” He took Rosen to a training ground to demonstrate Conqueror's Haki Coating, acting before Rosen could independently discover the technique. 10 11

Recognizing that Rosen already possessed strength beyond ordinary Admirals, Sengoku focused on cultivating him as a future Fleet Admiral rather than simply securing an exceptional promotion. He stressed that an Admiral needed martial prowess, while a Fleet Admiral also required political judgment, administrative experience, and the ability to manage Marines, pirates, the World Government, and the Celestial Dragons. 110

During the war against the Whitebeard Pirates, Sengoku remained at Marine Headquarters at Rosen's request, accepting that safeguarding the institution was more important than joining the battle personally.
