Background and history

As Fleet Admiral, Sengoku managed the Marines during a surge of piracy following Roger’s final words. Concerned that the Admirals were unreliable in different ways and that the Four Emperors threatened entire nations, he sought exceptional new talent for the organization. Rhode’s report that sixteen-year-old Uchiha Senga had annihilated the Brand Pirate Group and could manipulate gravity, repulsion, flight, and flames immediately convinced Sengoku to bring him to Headquarters. He dispatched Garp to retrieve Senga from East Blue Branch 155. 10

Sengoku placed Senga directly in the Marine Headquarters Elite Training Camp after meeting him at Marineford. He later had the trainee’s performance monitored closely, confirmed Senga possessed at least Vice Admiral-level strength, and ensured Senga could decide his own post-graduation placement when Akainu and Aokiji argued over recruiting him. 12 31 34
