Conflict
"That's impossible!"
Inside the City Hall lobby, Captain Ke Leiwen stared sharply at Roy and spoke loudly.
He meant that the military would never relinquish the mine's revenue, but as a Silver Moon Elf Officer, he had to maintain his pride...
Roy's face remained expressionless; he had no need to give these two Silver Moon Elf captains any pleasantries.
When they evacuated the Pagisto Plateau, they did not leave a good impression on Roy. After receiving the evacuation order from the military, they left the Pagisto Plateau almost without hesitation.
Seeing the conversation reach a stalemate, Commander Brad, standing to the side, remembered Chief of Staff Kampferfred's hint before his departure and quickly said:
"Commander Roy, we are here to take over the mine. As for how to allocate the mine's revenue, we have no right to interfere."
Roy didn't care whether he was called Governor or not. He turned around and walked to a wall, reaching out to pull back the curtain blocking the wall. Inside was a Parchment Map that was over three meters long and wide. The parchment was made of nineteen pieces of parchment sewn together, and the irregular stitches on the map looked like centipedes with their heads and tails connected.
Roy picked up a wooden stick leaning against the wall and turned to the two leaders, saying, "If you're not satisfied with this arrangement, you can also take a look at my second option."
After he finished speaking, he pointed to the map, and the other end of the stick landed on the Kaltim Mountain Range.
"Look here... This is the Kaltim Mountain Range, located in the western part of the Pagisto Plateau. It is a mountain range that runs almost parallel to the Sudaso Mountain Range from north to south. The Mine Guard Regiment and the Highland Slavers once fought a bloody battle at Blood Crow Ridge at the southern end of this mountain range. Silver mines are hidden in this mountain range. When those Mine Owners fled the Kaltim Mountain Range, all three silver mines were abandoned."
"If you want to get the abandoned mine running normally, I can promise you that once the mine is running normally, the mine's revenue can be distributed in a 40/30/30 ratio. The military will take 40%, I will take 30%, and you will take 30%. Of course, how to persuade the military is your business. If you can't persuade the military, then you will only get 20%."
Roy spoke quickly, and the two Silver Moon Elf captains were about to argue with Roy after listening, but Roy turned around, propped the stick he was holding against the wall, and casually pulled the curtain closed before slowly turning back to say:
"You don't need to rush to answer me; you can go back and think about it carefully."
"..."
The two Silver Moon Elf captains looked at each other, but neither of them spoke.
Roy lowered his head, smiled, and walked towards the entrance of the hall.
"If you two have made up your minds and are ready to take over the Kaltim Mountain Range mine, come to me for a map, and I will arrange a guide to take you there."
After saying that, he suddenly stopped and turned around, saying, "Of course, if the two captains do not accept either of my arrangements, they are free to board the Magic Airship back to Padesto at any time."
After saying that, Roy left the hall without looking back.
The two Silver Moon Elf captains could only stand there looking at each other. They hadn't expected that even with a letter personally written by Chief of Staff Kampferfred of the Military Department, this young Half-Elf, affectionately known as Boss Roy by the Half-Elf of Pattington Plane, still didn't give them any friendly treatment. He was completely businesslike and refused to hand over the mines that were operating normally on the plateau.
The two commanders returned to the camp, where two thousand new Half-Elf soldiers looked at them expectantly.
Captain Ke Leiwen was somewhat discouraged and said:
"What should we do? Should we go back to Padesto City and tell Chief of Staff Kampferfred about the situation here?"
Commander Brad waved his hand and said, "If Chief of Staff Kampferfred could keep him in check, he probably wouldn't have acted this way when he met us. If we slink back to Padesto City, what do you think Chief of Staff Kampferfred will think of us?"
Commander Ke Leiwen frowned, looking troubled, and asked, "Then what should we do?"
Commander Brad said in a low voice, "Now we only have to consider one option or two!"
Commander Ke Leiwen shook his head repeatedly. "Choosing one is absolutely impossible; the military will never agree."
He then added, "If we choose option two, do you think the military would be willing to change the original 50/50 revenue split of the mines to a 40/30 split? In any case, the military's revenue from the mines will decrease!"
After a moment of silence, Commander Brad said, "I think option two is acceptable, but are we really confident that we can restore the abandoned mine to its original state?"
Before Commander Ke Leiwen could answer, Commander Brad continued:
"Looking at it now... we can only give it a try and see what happens!"
"The family just sent word that they hope we can hide in the Pattington Plane for a while. The Legion headquarters has dispatched the Second Silver Pegasus Knight Regiment to Gorfito, and I estimate that two infantry Guard Regiment will accompany them. I don't want to guard the gates of the Dark Land."
This is what the two Infantry Regiment commanders are most worried about. They don't want to go to Gorfito, so they used their families' connections to come to the Pattington Plane.
Commander Ke Leiwen frowned and asked uncertainly, "Will the military agree to the 40/30 profit-sharing model?"
Commander Braid gave a wry smile before saying, "Of course, that's unlikely, but we can secretly change the profit-sharing arrangement to 50/30/20! The military takes 50%, Commander Roy takes 30%, and we'll take 20% for now!"
"..."
The next day, the two Silver Moon Elf captains approached Roy and expressed their acceptance of the second allocation method, as well as their willingness to go to the Kaltim Mountain Range to restore the abandoned mines there to normal operation.
Roy kept his word, handing over two maps of the Kaltim Mountain Range to the two Silver Moon Elf captains and sending a Dark Moon Elf squad to lead them into the Kaltim Mountain Range.
However, before setting off, thanks to an unintentional hint from a Dark Moon Elf captain, the two Silver Moon Elf commanders learned that although the Infantry Regiment they brought was fully armed, it lacked the supplies needed to survive in the Kaltim Mountain Range.
The Padesto Silver Pegasus Military Department failed to establish a supply line on the plateau.
So once they entered the Kaltim Mountain Range unprepared, their biggest challenge was how to lead two thousand Half-Elf Warrior to survival.
We can't just spend all day leading a bunch of Half-Elf Warrior to gather wild fruits all over the mountains!
It was only then that the two Silver Moon Elf captains realized that Roy was able to so confidently refuse Chief of Staff Kampferfred's proposal because the Padesto Silver Pegasus Military Department never provided supplies to the Pagisto Plateau Mine Guard Army.
The daily expenses of the Mine Guard Regiment on the plateau are funded by the profits of these mines.
These matters were decided by the Earl Swynborne long ago.
Chief of Staff Kampferfred sent them to the Pagisto Plateau without discussing whether logistical supplies would be sufficient once they arrived...
In retrospect, after they led this new army of Half-Elf Warrior into the Pagisto Plateau, the military headquarters actually stopped providing them with any further supplies.
They were able to reach the Plateau City smoothly thanks to a caravan from the Mine Guard Regiment. If that caravan hadn't provided them with some food along the way, they probably wouldn't have been able to reach the Plateau City.
Now, if Commander Ke Leiwen and Commander Brad want to lead their troops into the Kaltim Mountain Range, they need to bring some supplies, but they simply don't have any at the moment.
"I'll go borrow it!" Commander Brad said through gritted teeth, his face somewhat grim.
Captain Ke Leiwen, puzzled, asked in return, "Borrow?"
Commander Brad didn't explain much, and he came to Roy's office for the third time.
"Commander Roy, could you provide us with some supplies? I need these supplies to make my way to the Kaltim Mountain Range. I will repay you with mineral ingots or Magic Crystal Stone once the mine is running smoothly."
"Okay, make a list, and I'll have Mulin prepare it for you."
Along with the list of items, Roy was also given an IOU signed by both Commander Brad and Commander Ke Leiwen.
When Captain Ke Leiwen saw the IOU, the strange expression on his face was like that of someone who was constipated.
Unexpectedly, they incurred a considerable debt as soon as they arrived at the Pagisto Plateau.
The group left the Plateau City in a grand procession. When some Elf Merchants learned that they were going to the Kaltim Mountain Range to rebuild the Silver Mine, they took the initiative to come over and wanted to cooperate with the team in a deeper way.
After traversing the desolate wilderness, Captain Ke Leiwen and Commander Brad led two thousand Half-Elf Warrior to the foot of the Kaltim Mountain Range. When the Dark Moon Elf Warrior squad told them that they would have to cross this mountain range next, both captains couldn't help but gasp in shock...
In truth, Roy knew very well that these two Silver Moon Elf captains were two thorns planted by Chief Commander Kampferfred in the Pagisto Plateau.
In the past six months, the rapid development of the Pagisto Plateau has given the military some ideas. They need another pair of eyes on the Pagisto Plateau to silently observe the changes on the plateau.
That's why Chief of Staff Kampferfred's application to Legion Headquarters was not rejected by Earl Swynborne.
Roy did not hand over the existing mines, but only offered to give up the abandoned mines in the Kaltim Mountain Range, allowing the two Silver Moon Elf captains to slowly develop them.
On the table was a military supplies application form. Roy wanted to replace another batch of elven military equipment for the Mine Guard Army. Roy's name was already written at the end of the application form.
The military supplies requested last year have not yet been fully distributed, and this time Roy has drawn up another long list.
He put the application form into an envelope and stamped it.
"Do you think the Padesto military will actually send us this batch of military supplies this time?" Mulin asked helplessly, sitting in the chair opposite the desk.
"I doubt it. The military supplies we applied for last year are still being held by Padesto's military headquarters, so there's even less chance that this batch of supplies will be delivered!" Roy said, leaning back in his chair.
"You knew perfectly well that they wouldn't deliver the military supplies to us according to the list, so why did you submit this application?" Mulin craned her neck, looking at the letter on the table, and asked with some confusion.
Roy smiled, set the application form aside, and replied, "The normal application process still needs to be followed. We can't just give up our right to apply for military supplies because of their obstruction!"
Mulin blinked. "Don't you have other plans?"
Roy nodded and said:
"Klayr has helped me contact a merchant who sells standard military Standard Armaments for the Silver Moon Elf. I plan to go back to Castleton City with Moira and the others to talk to that merchant!"
Moira, Miss Tiffany, Woods, and Sabrina's vacation is coming to an end. They prepare to take the Magic Airship back to Padesto City, then through the Teleportation Portal back to Pattington Island, and finally take a ship back to Castleton.
Roy flew to Padesto City with everyone this time, and he first submitted an application for military supplies to the military headquarters.
Chief of Staff Kampferfred, with a gloomy face, received Roy from behind his desk.
He unfolded the application Roy handed him and read it carefully.
Sunlight streamed through the window onto the table, and Chief of Staff Kampferfred's face wore a mocking expression. Without even glancing at Roy, he took a quill Quill Pen from the Ink Bottle and crossed out Roy 'Roy application for military supplies, rejecting it outright...
"The Legion is currently rebuilding the defense system of the Empress Ivini Islands, and almost all of its funds have been invested there. You participated in the naval battle of the Empress Ivini Islands, so you should be aware of our difficulties. Moreover... the fighting on the Pagisto Plateau has long since subsided. Even if the equipment of the Mine Guard Regiment is damaged, there is no rush to replace it. I cannot approve your arms application. Please wait a little longer!"
Chief of Staff Kampferfred's gaze fell on the table as he spoke to Roy.
Roy subtly pursed his lips, but maintained a stiff smile as he asked:
"Since the military can't provide this batch of military supplies, can I purchase some military equipment from the market on the Elf Continent?"
Prior to this, Roy had also purchased two batches of weapons and equipment from Imperial Merchant, which the Silver Pegasus Military Department had tacitly approved.
But this time his relationship with Chief of Staff Kampferfred has become somewhat strained, so these things need to be said in advance.
Chief of Staff Kampferfred frowned. Although he was somewhat reluctant, he had already spoken and had no reason to refuse, so he could only bite the bullet and say:
"If you can acquire Silver Moon Elf Standard Armaments, I can certainly provide this procurement permit!"
Roy obtained a permit from the Silver Pegasus Military Department to purchase military equipment in the Silver Moon Elf Kingdom and left the Padesto Silver Pegasus Military Department with a relaxed expression.
So far, the number of Magic Airship entering Pattington has increased to five, but only four Magic Airship are currently traveling between Padesto City, Plateau City, and Sun Island Bay, with the other one docked at the Sun Island Bay pier.
The main problem is that the shipping cost for the Magic Airship is too high.
Although Roy had opened the Magic Airship to the elven people of the Pattington Plane, those who could afford the tickets were still the Elf Merchants...
