History
Founding and the Nine-Tails Attack
Hashirama Senju and Madara Uchiha founded Konoha. According to Hiruzen, the demands of establishing the village left its founders little time for broader educational reforms. After Hashirama’s death, Tobirama’s administration lacked someone capable of stabilizing the village single-handedly 136.
On Naruto’s birth night, an intruder exploited the weakening of Kushina Uzumaki’s seal during childbirth, extracted the Nine-Tails, and forced it to rampage through Konoha. Fourth Hokage Minato Namikaze sealed the beast inside his newborn son; Naruto lost both parents that night 14. Tsunade later describes Minato’s death after only one year as Hokage as a major blow to Hiruzen, who resumed carrying the village’s political burdens 150.
The Uchiha Massacre
The Uchiha clan’s overnight annihilation leaves Sasuke noticeably thinner, paler, and emotionally withdrawn when he returns to the Academy 3.
Years later, Sasuke brings Itachi’s corpse back to Konoha and insists that the village acknowledge its debt to him. Tsunade, Hiruzen, and Kakashi recognize that this could reopen the massacre’s unresolved wounds and undermine its official narrative. Hiruzen privately reflects on his failure to prevent Itachi’s impossible choice between clan and village 133.
Countering the Konoha Crush
Naruto’s future memories expose Orochimaru’s intended alliance with Sunagakure, the secret killing of the Kazekage, and the attack that originally resulted in Hiruzen’s death 2. Jiraiya shares this intelligence with Tsunade, including the remembered destruction caused by Pain and the later Fourth Great Ninja War 24.
Konoha uses that foreknowledge to prepare rather than repeat the remembered disaster. ANBU locate and monitor hidden summoning arrays while ordinary street life continues undisturbed 31. During the Forest of Death confrontation, Hiruzen, Jiraiya, Tsunade, and Kakashi surround Orochimaru with ANBU support. Naruto supplies Nine-Tails chakra to the participating forces except Jiraiya, whose Sage Chakra could react dangerously to the addition 38.
The defenders enclose Orochimaru in the Four Red Yang Formation, while ANBU destroy five summoning arrays elsewhere in the village. His attempted activation fails 38. Gaara’s subsequent disruption cuts the exams’ formal selection short; after Konoha suppresses the incident and the Sand delegation retreats, Tsunade declines to organize another selection. Naruto is the only genin promoted in that examination 61.
Accepting Karin and Kimimaro
Hiruzen orders Naruto to help Karin Uzumaki escape mistreatment by Kusagakure, citing the Uzumaki clan’s ties to Konoha. Karin and her mother had been exploited as medical tools, with her mother eventually dying from exhaustion 33. Karin is brought into the village for identity checks and negotiations with Kusagakure, then released from interrogation and accepted into Konoha 41 51.
Kimimaro’s acceptance is more coercive. Danzō uses Kotoamatsukami to rewrite his memories and loyalty, making him believe that he is a Konoha-created experimental subject who infiltrated Orochimaru on Root’s orders. Naruto finds the manipulation deeply disturbing; Jiraiya argues that it at least allows Kimimaro to survive 58.
Karin, Kimimaro, and Hinata subsequently form a temporary Team 7 under Kakashi. His duties include teaching the newcomers the Will of Fire and secretly monitoring Kimimaro in case the altered loyalty fails 63 137.
Kimimaro’s Rampage and the Falling Moon
When Kimimaro breaks free of Kotoamatsukami, his clash with Sasuke collapses part of a Konoha street. Sasuke uses Amenotejikara to move himself, Kimimaro, and his Susanoo into an uninhabited forest outside the village, limiting further civilian damage 148. Tsunade blames Danzō’s earlier decision and mobilizes to intervene 150.
Toneri also infiltrates Konoha, targeting Kimimaro’s Tenseigan and claiming Hinata as his bride. Naruto’s shadow clone protects Hinata through spatial intangibility and confronts the intruder 147 151. Tsunade and more than a dozen ninja later attempt to stop Toneri from taking Kimimaro’s valuable bloodline abilities 153.
After Toneri’s defeat, the moon begins falling toward Konoha. Naruto observes a future in which even reanimated Madara cannot stop the impact, then reverses time to the beginning of the descent. He tells Madara that the combined powers of Asura and Indra should be sufficient to save the village 171.
Government and Organizations
| Institution | Function and documented activity |
|---|---|
| Hokage administration | Assigns missions, oversees village security, and directs major defensive operations. Tsunade later identifies Naruto as her intended successor 26 38 150. |
| ANBU | Conducts covert searches, watches suspicious summoning seals, and coordinates their destruction through radio communications 31 38. |
| Root | Danzō’s clandestine organization; monitors the Nine-Tails jinchuriki and conducts research into powerful clan bloodlines 28 53. |
| Interrogation personnel | Handles detainees and intelligence gathering. Ibiki and other interrogators question the captured Obito, who refuses to disclose his arrangements with Madara 135. |
| Medical squad | Provides a path into medical ninjutsu. Sakura joins the squad before becoming Tsunade’s disciple 63. |
| Ninja teams | Carry out assigned missions under supervising instructors. Kakashi leads Team 7, while Naruto later becomes Team 3’s jonin instructor 30 63 122. |
Ninja Education and Missions
Academy and Team Training
- Graduation and assignment: Academy graduates receive forehead protectors and are assigned to genin squads 11.
- Practical instruction: Iruka supervises combat practice; Naruto’s victory over Sasuke demonstrates abilities far beyond their classmates’ expectations 8 9.
- Mission progression: Newly graduated teams normally spend substantial time on D-rank work before receiving higher-ranked assignments. This reflects both inexperience and the need to distribute available missions among established teams 26.
- Exceptional assignments: Team 7’s strength allows Hiruzen to assign C-rank missions and B-rank operations involving rogue ninja alongside ordinary farm work 30.
- Instructor assessments: As Team 3’s teacher, Naruto tests Konohamaru, Udon, and Moegi through a three-bell survival exercise while restricting himself to taijutsu 122 125.
Hiruzen’s Educational Reform
Retired Hiruzen proposes expanding the Academy and dismantling barriers between ninja clans and commoners. He considers Naruto and Sasuke’s strength—comparable to Hashirama’s—the security foundation needed to undertake reforms that earlier administrations could not support 136.
The plan extends instruction beyond the Three Basic Jutsu, giving students not merely the chance to become ninja, but access to training capable of producing elite ninja. Tsunade expects clan opposition and pledges support alongside Jiraiya, Naruto, Sasuke, and the village’s younger generation 150.

Parallel-Timeline Versions
Naruto’s travels reveal radically different outcomes for Konoha; their leaders and conditions belong to separate timelines 165 173 175.
| Version | Leadership and distinguishing features |
|---|---|
| Future Naruto’s devastated world | The once-prosperous village lies in ruins beneath enormous Divine Tree roots. Sasuke and the Fourth Hokage search it for usable food 162. |
| World where Hashirama and Madara remain united | Both Senju and Uchiha are revered. Madara recommends Kagami Uchiha as Second Hokage, while Tobirama heads technical development and assassination forces. Konoha surpasses every rival village, and no proper Shinobi World War occurs 165. |
| Haruno Sora’s world | Haruno Sora becomes Fourth Hokage. Naruto later rewrites an earlier turning point by bringing Shisui from another timeline to alter Minato and Jiraiya’s wills 71 173. |
| Madara’s unified world | Madara and Hashirama conquer the existing nations and establish Federal States under a unified ninja village. Konoha is tens of times larger than elsewhere; Madara serves as Hokage, with Tobirama assisting in administration 175. |
| Naruji’s world | The Naruto whom the protagonist previously encountered during the Rōran mission becomes Seventh Hokage, with Shikamaru as his advisor 142 172. |
| New Konoha City | In Year 1080 of the New Ninja Calendar, it is the Land of Fire’s capital and described as the center of the world. Its commercial district has cars and large video screens, while Boruto attends Konoha City First Middle School 179. |
