Background / History

Konoha began when Hashirama Senju and Uchiha Madara reconciled at the end of the Warring States period and led portions of their clans into a shared organization. The Uzumaki Clan did not relocate wholesale because its population was too large, but agreed to become Konoha's eternal ally and later established a branch presence in the village 53.

Construction required negotiating with the Land of Fire's Daimyo, relocating ninja clans, assigning territories, and attracting civilian residents. The Senju, Uchiha, Uzumaki, and Hyuga occupied the village's four sides, while smaller clans were settled between them 53. At its formal founding, Madara supplied the name “Konoha,” while Hashirama proposed the title of Hokage for the village leader 54.

Hashirama won the first Hokage election by an overwhelming popular vote. To preserve Madara's standing after his loss, he was appointed First Elder; the initial Elder Council also included Hyuga Tenin, the Nara Clan Head, and Masahiko. Madara's vote counted twice to prevent deadlocks 54.

Early growth

Konoha initially had only tens of civilian residents, but its population and economy expanded rapidly within its first year. A hospital, bathhouse, restaurants, and other businesses opened as civilians moved in 54 61.

The village initially depended on commissions and financial support from the Land of Fire. It accepted civilian missions while functioning as the Daimyo's nominal military organization, though it retained internal autonomy 55. Following the First Shinobi War, Konoha's gains made it self-sufficient enough to no longer require Daimyo funding 121.

Elder Council

The first council was formed after Hashirama's election, with Madara, Hyuga Tenin, the Nara Clan Head, and Masahiko serving as elders 54. Its first meeting approved major village policies, including an academy for clan and civilian children, a system for assessing ninja ranks, and internal-security responsibilities for the Uchiha 56.

Security forces

Ninja Academy

Masahiko proposed the Ninja Academy to educate children from every clan as well as civilians 56. Its construction took nearly half a year because of extensive requirements for specialized rooms and structural safety; it subsequently opened under Tobirama's management 58.

The academy later hosted large-scale examinations, including a preliminary round in which hundreds of examinees were simultaneously placed under genjutsu 435.

Ninja ranking system

Konoha established a nine-rank assessment system running from Genin to S+ Rank Ninja. Assessments tested fundamentals, ninjutsu, and practical ability, with ranks determining mission responsibilities 57.

• Special Jonin — Chunin with Jonin-level ability in one specialty; may lead A-rank missions under an Elite Jonin.
• Standard Jonin — May independently complete A-rank missions.

Ninjutsu library

At Konoha's founding, each clan contributed non-secret techniques to create the ninjutsu library. A second expansion after the First Shinobi War added developed techniques and recorded many secret techniques in the Scroll of Seals 166.

The third expansion drew on Second Shinobi War spoils. By then, the Ninjutsu Encyclopedia listed more than 700 techniques 166.
