King Gilgamesh knew all too well what Ishtar wanted now. After exchanging a meaningful glance with Shen Fei, he ultimately persuaded her to stay and help Uruk in exchange for twenty percent of the gems in the King's Treasury.
However, those gems were not all for Ishtar. Some belonged to Tohsaka Rin and Luvia. They had come to help Uruk, after all; they could hardly be expected to use their own gems. With so many available, the two could also use them to set up Mystic Barriers and strengthen Uruk's defenses.
A jewel mage could accomplish a great deal with enough gems. Back in Separation City, for instance, Luvia had used a large number of gems to overturn the city's Mystic Barrier.
"Ishtar? That Ishtar? Wonderful! Now we have a way to deal with the Beast Goddess."
After Shen Fei brought Ishtar to the Chaldean embassy to meet Tohsaka Rin, Mash, and the others, Roman immediately grew excited. His inexplicable excitement left everyone present, including Ishtar, rather baffled.
"Why do you think I have a way to deal with her?" Ishtar asked outright.
"The Bull of Heaven, of course! It can definitely stand up to Tiamat."
The Beast Goddess possessed the authority of the Womb of the Beast, which belonged to Tiamat. Before anyone had actually met her, everyone except Merlin and King Gilgamesh had taken her to be Tiamat.
In fact, King Gilgamesh had only been counting on Ishtar's Bull of Heaven. He had no other expectations of Ishtar herself. However, even he had never imagined that she would lose it. This showed that clairvoyance had its limitations; at the very least, the king had not seen that Ishtar no longer had the Bull of Heaven.
