Background
Konoha is described as one of the Ninja World's most favorable locations, with both mountains and water. Following the Nine-Tails' Rampage, the Uchiha clan was moved away from the village center; their former compound was occupied by clans associated with Konoha's old ruling group. 3
Under the old administration, the claim that Uchiha were “inherently evil” had become an entrenched village narrative. The Uchiha clan's destruction, Shisui's death, and discrimination against the clan were later identified as consequences of this political climate. 16
