Background

Konoha is described as one of the Ninja World's most favorable locations, with both mountains and water. Following the Nine-Tails' Rampage, the Uchiha clan was moved away from the village center; their former compound was occupied by clans associated with Konoha's old ruling group. 3

Under the old administration, the claim that Uchiha were “inherently evil” had become an entrenched village narrative. The Uchiha clan's destruction, Shisui's death, and discrimination against the clan were later identified as consequences of this political climate. 16

Orochimaru's Konoha Collapse Plan began during the Chunin Exam finals, marked by the destruction of the Hokage Rock. The ensuing conflict became an internal uprising against the old leadership, with major clans and rogue ninja attacking the Root, Shimura, and Sarutobi factions. 72 73

Government and Reforms

• End of the old leadership — Sarutobi Hiruzen, Shimura Danzō, Utatane Koharu, and Mitokado Homura were removed from authority. Tsunade became Fifth Hokage. 84 92

Population and Internal Conflict

The new administration expelled villagers and ninja who opposed Shikaku Nara's orders. By the following morning, at least one-third of those targeted had fled; departing residents were registered and permanently barred from re-entering Konoha. 89

Former residents later sought to return, creating renewed tension within the village. Anko and Kurenai opposed their return, while Jiraiya witnessed the worsening condition of the old-regime faction outside Konoha. 130 132

• Five Great Shinobi Villages — Konoha called and hosted the Five Kage Summit to negotiate future peace and the Ninja Alliance's principles. 92 95
