Background / History
Before the Apocalypse Rules descended, Gao Liangwei served as a Colonel in the military. Following the catastrophe, Beixing's leadership appointed him head of the Apocalypse Rules Countermeasure Research Office because of his decisiveness, meticulousness, and ability to coordinate specialists from different fields. 26
During the early Rules, he directed emergency-response planning for road clearance, supply transport, utilities, cold-weather protection, and regional rescue. He also ordered armed squads to be stationed at buildings housing concentrated civilian populations, arguing that supplies and survival pressure could drive people to violence. 42
Gao later oversaw the selection and training of Beixing's Apocalypse Squads.
