Background / History

Before the Apocalypse Rules descended, Gao Liangwei served as a Colonel in the military. Following the catastrophe, Beixing's leadership appointed him head of the Apocalypse Rules Countermeasure Research Office because of his decisiveness, meticulousness, and ability to coordinate specialists from different fields. 26

During the early Rules, he directed emergency-response planning for road clearance, supply transport, utilities, cold-weather protection, and regional rescue. He also ordered armed squads to be stationed at buildings housing concentrated civilian populations, arguing that supplies and survival pressure could drive people to violence. 42

Gao later oversaw the selection and training of Beixing's Apocalypse Squads. The initial candidate pool reached one hundred people; each candidate underwent a strict background investigation and met the minimum standard of a 100-point Mind Power Cap. 62 He remained highly demanding of the squads' results, criticizing failed missions while allowing underperforming units another chance in the next Ascendant Challenge. 79

Apocalypse Squad Program

Gao supported selecting elite Ascendants through direct competition, with a designated “lead wolf” choosing additional members to form an Apocalypse Squad. 62

As UHC Committee Chairman, Gao advocated international action against threats that endangered humanity as a whole. He proposed a joint UHC investigation into Yingqi's Gene Hybrid Experiment after presenting evidence and witness testimony supplied by Shadow. 308
