Background
The Starfleet Commander System is the Star Sea Human Alliance's exclusive strategic system. A person must awaken a Commander Talent to control a Starfleet; talent determination and datafication can occur anywhere within Alliance territory. Commander trainees study ship control, equipment operation, and conventional sciences before awakening. 1
Starfleet operation is resource-intensive enough that most ordinary Commanders are expected to join established forces or enlist in the military. The Alliance's concern is not a lack of Commanders, but a lack of exceptionally talented and powerful ones. 1 22
The system predates the modern Star Net. Before the Star Net's construction in the early-to-mid Fourth Epoch, the Alliance had already become a Star Sea hegemon through multiple military systems, including Starships, psionic users, and data legions. A historical Star Net record identifies itself as the Alliance's first-generation central-control military intelligence. 147 155
Datafication
Datafication is the Starfleet system's defining capability. It transforms a Commander and their associated fleet into data-based entities, making conventional attrition far less decisive. 1 2
- Attacks that do not inflict an effective instance of damage are treated as ineffective against a datafied ship or Commander. 2
- A ship with only a sliver of remaining hull integrity can still maintain full firepower. 2
- Datafication provides exceptionally effective optical and energy stealth against opponents lacking advanced civilization-level detection or their own datafied Starfleet. 18
- In Dimensional Worlds, Starfleet units receive a temporary blessing that fully datafies all units associated with the fleet, allowing them to retain combat effectiveness under foreign rules. 17

Command and Network Functions
Star Net Integration
Starfleet operations are closely linked to the Star Net, which manages the Alliance's vast military and civilizational structure wherever Alliance fortune exists. The Star Net was born from Starfleets and countless Commanders, rather than creating the system itself. 18 35
- Commanders can access virtual interfaces without a physical medium, including in the Cosmic Wasteland. 2
- Star Net records, achievements, titles, Merit, and fleet promotions are central to a Commander's advancement. 8 85

Local Star Net
A Starfleet can establish a Local Star Net Channel even when the wider Star Net is unavailable. Within a Dimensional World, the channel is accessible only to Starfleets in that world. 18

Fleet Composition
A Starfleet is more than its warships. Its crews conduct shipboard operations, boarding actions, repairs, logistics, research, medicine, manual piloting, and weapon control; manual operation can retain major advantages over automated systems. 3

Fleet Development

Special Fleets
Special Fleets prioritize elite individual warships, maneuverability, high-end Star Weapons, and concentrated firepower. Star Destroyers exemplify this direction through their extreme offensive capability. 132
Legion Fleets
Legion Fleets emphasize motherships, mass mechanical production, large-scale warfare, and sustained operations. A single mothership can support enormous numbers of data-mechanical ships and mechanical combat units, while its forces can form an independent Joint Shield and receive fleet buffs. 132 141
