Cosmic Will

The Great Universe is governed by the Great Cosmic Will, a fundamentally mechanical and emotionless authority. At the narrative layer—where spacetime, causality, and concepts converge—the universe’s Will normally possesses the highest authority, though it operates only through a vague thought-program rather than personal consciousness. 201

Its Cosmic Will can mobilize cosmic order that has penetrated an Era Empire’s foundations, allowing it to severely damage an empire integrated into the temporal flow. 330

Rule Framework

The Great Universe’s Will and rule systems are compared to a lamp centered on the Star Sea: their illumination creates a spherical region in which existence can persist under the framework of boundless rules. Areas farther from the Star Sea receive weaker rule illumination, eventually reaching the Wasteland Area and the Domain of Nothingness. 172

Cosmic Core

The Cosmic Core is the vessel of the Great Cosmic Will and the mechanism that creates reality and concepts. Cosmic Cores generate interwoven rules from their own origin, expand or construct a crystal wall, and establish an initial reality universe capable of nurturing life and civilization. 334

The Star Sea Human Alliance considers control of the Great Universe’s Cosmic Core its ultimate objective, believing that all life and civilizations born within the Great Universe possess complete compatibility with it. 334

Cosmic Development and Regression

In the early Fourth Epoch, the “Wasteland Area” referred to the Great Universe’s sparsely governed regions beyond the Star Sea. A Human later obtained a method that accelerated the spread of the Great Universe’s rule systems, allowing those systems to reach a complete stage across more than ten epochs. 172

This completion gave the Alliance direct insight into the universe’s fundamental rules, contributing to its technological explosion during the mid-to-late Fourth Epoch and the eventual construction of the Star Net. 172

Great Cosmic Regression

The Great Universe has a finite capacity for civilizations. When civilization growth slows substantially and the success rate of higher-level advancement declines, it initiates a Great Cosmic Regression as a form of rule selection. 172

Dimensional Worlds and External Expansion

The Great Universe can grow not only by cultivating its own civilizations, but also by devouring other universes. 172

• Dimensional Worlds are fragments of severely damaged universes attached to the Great Universe; their continued births are described as the final struggle of those universes’ rules. 172
• The technology used to enter Dimensional Worlds relies on High-dimensional Streams and was intentionally granted by the Great Universe to assist its digestion process. 172
• Assimilation of Dimensional Worlds is explicitly described as digestion by the Great Universe. 172
• Dark Space was formed through the consumption of other universes and the weaving together of partial rule networks from several destroyed universes. It helps stabilize a significant portion of the Great Universe’s reality framework. 334

Relationship with the Star Sea Human Alliance

Great Universe War

The Alliance’s rapid growth and independence made it wary of merging into the Great Universe’s temporal flow. While publicly following the Wasteland-conquest protocol, the Alliance used Great Universe resources to establish connections with other universes and secretly prepare for war. 330

The conflict escalated into open war between the Star Sea Human Alliance and the Great Universe. The Great Universe’s side mobilized countless civilizations, Star Beasts, Star Souls, naturally powerful high-dimensional lifeforms, and allied armies against the Alliance. 338

• The opening conflict occurred within High-dimensional Streams, where the Great Cosmic Will’s authority directly clashed with the Star Net and the Concept Wills of races. 338
• By the tenth Star Sea day, Great Universe-aligned forces had occupied more than half of the Star Sea region before the Alliance’s main inter-universal forces returned. 338
• The Great Universe reacted to the spreading war by unleashing violent high-dimensional energy storms throughout regions under its rule. 339
• These storms caused mass extinction among lower civilizations; civilizations below Level 7 were unable to resist the prematurely arriving Retrospective Era. 339
• The Star of Truth’s intervention allowed Alliance forces to fight as though on home territory while suppressing the Great Universe faction’s high-dimensional and rule-based attacks, visibly destabilizing the Great Universe’s framework. 338
