Background / History
Sunagakure Hero and Kazekage Candidate
Pakura was born in Sunagakure and had served as a ninja for more than a decade by the time she befriended Hyuga Bin. She regarded the village as her home and initially considered betrayal by its leadership impossible 66.
After the Third Kazekage's assassination, Pakura and Rasa became the two candidates for Fourth Kazekage. Their wartime contributions were comparable, but Rasa's Magnet Release could extract gold from the desert and support the village's finances. Pakura's Scorch Release offered no comparable economic benefit and damaged greenery. Rasa won the Jonin vote, while Pakura remained a respected hero and senior official 26 62.
Friendship with Hyuga Bin
Pakura met Hyuga Bin at a Konoha dessert shop during Sunagakure's peace-treaty visit. She approached him for dango and asked him to show her around the village. She later requested his inclusion in Konoha's delegation to Sunagakure so that she could return his hospitality 62 65 66.
Their friendship deepened when Bin interrupted their sightseeing to treat wounded Sand ninja. Moved by his help, Pakura became more open with him about village matters. Before departing, he gave her a chakra sensor that would let him locate her within one hundred kilometers 65 70.
Chiyo subsequently pressured Pakura into a scheme to obtain the Hyuga bloodline through Bin. Pakura repeatedly refused before agreeing only to try, then abandoned the attempt. She told Chiyo that she did not regret failing; Chiyo apologized for disregarding her feelings 67 68 69.
Betrayal and Rescue
Rasa assigned Pakura a secret mission to finalize a peace agreement with Kirigakure before Sunagakure's decisive confrontation with Iwagakure. Despite Bin's earlier warnings, she trusted the mission. In reality, Rasa and supporting officials had offered her as a sacrifice to secure a temporary truce 65 74.
A Mist ninja disguised as a Sand ninja ambushed her at the arranged meeting place. Poisoned and struck by kunai, Pakura activated her chakra sensor before losing consciousness. Bin intervened and used a Shadow Clone to treat her while his main body continued its intelligence mission 74 76.
Her injuries were brought under control after the group returned to the Land of Fire. The emergency treatment accelerated her cell division and consumed some of her vitality, but Pakura considered survival itself a miracle 76 77.
Rise to Fifth Kazekage
During her recovery, Pakura resolved to return home and expose those responsible. Bin urged her to become Fifth Kazekage, both to resolve the betrayal and to strengthen cooperation between Konoha and Sunagakure. Pakura doubted that she could remove Rasa alone, prompting Bin to recommend seeking Chiyo's endorsement 77 78.
After returning, Pakura exposed Rasa and the officials involved—roughly one-third of the village's senior leadership. An emergency meeting suspended Rasa's authority and placed Chiyo in charge pending a Jonin vote. Pakura's support had risen to approximately equal Rasa's 79 106.
Chiyo's backing ultimately secured Pakura's election. Rasa was removed and assigned harsh labor. Although becoming Kazekage had once been Pakura's dream, the betrayal had diminished her personal desire for the position 118 121.
Leadership and Diplomacy
When Rasa defected, Pakura declared him an S-rank rogue ninja, dispatched Sunagakure's first five Anbu squads to pursue him, and convened an emergency leadership meeting. She authorized capture or killing but allowed the pursuit to stop if he escaped the Land of Wind 122.
Pakura supported Amegakure's recognition as the Sixth Great Ninja Village at the Kage Summit. She also held a private meeting with Minato afterward and later attended the Konoha summit devoted to peace, openness, sharing, and intermarriage 208 209 253.
Appearance
- Fair complexion: Her exposed back is specifically described as fair despite Sunagakure's intense sunlight 64.
- Curvaceous figure: She has a slender waist and a large bust, which she considers inconvenient in combat 77 152.
- Backless clothing: Early in the story, she habitually wears backless outfits and says that all her clothes follow that style 62 104.
- Lasting scars: Her back bears visible scars after the Kirigakure assassination attempt 104.
- Kazekage attire: After taking office, she stops wearing backless clothing and appears in a regular ninja uniform with a special Kazekage coat 122.
- Disguised outings: For private dates, she wears a mask and a long dress given to her by Bin 152.
Personality
Pakura's loyalty initially borders on unquestioning trust. She accepts Rasa's mission despite their poor relationship because it concerns the village and the war. Even after surviving the betrayal, she distinguishes Sunagakure's interests from her personal attachment to Bin 66 74 122.
Her apparent naïveté is not a complete measure of her judgment. Bin initially interprets her dessert-shop questions as foolishness, but Pakura later points out that she deliberately sought him out and arranged his diplomatic visit. She is inexperienced in romance rather than incapable of planning 62 66 77 152.
As Kazekage, she works diligently without complaining about her increased workload. In private, she is playful and affectionate, especially around Bin and his parents. She also worries about their age difference and the uncertain future of an inter-village relationship 148 156 223.
Her willingness to accept other partners coexists with jealousy and concern for her standing. She welcomes Kurenai as a younger sister but initially treats Mei Terumi as a threat to her position as Bin's primary partner. She apologizes when Bin clears up her misunderstanding with Mei 159 206 228.
Abilities & Skills
Scorch Release
Pakura's kekkei genkai is a highly destructive combat ability 26 121.
- Instantly kills lower-level ninja 121.
- Can remove an elite Jonin's bodily moisture on contact, causing immediate death 121.
- Damages greenery, limiting its usefulness to Sunagakure's economy 26.
- Struggles to penetrate Rasa's sand defenses in the desert-rich Land of Wind. Pakura estimates her chance of defeating him directly at less than forty percent 121.
Leadership and Political Judgment
- Builds enough support to challenge Rasa after exposing his betrayal 106.
- Directs Anbu operations and emergency village meetings as Kazekage 122.
- Separates personal relationships from village interests 122.
- Supports Amegakure's elevation to Great Village status 208.
Teaching
- Takes Tenten as her personal disciple and schedules lessons with her 70.
Cooking
- Prepares a farewell bento for Bin 70.
- Demonstrates culinary skills while helping Hyuga Rei cook during her first visit to Bin's family 157.
Equipment / Items
- Chakra sensor — A small circular chakra-metal device made by Bin. Injecting chakra allows him to sense Pakura's location within one hundred kilometers; she uses it during the fatal ambush 70 74.
- Flying Thunder God Kunai — Given to her by Bin and marked with two hearts connected by an arrow. She normally carries it continuously, allowing him to teleport to her 127 152.
- Mask and gifted long dress — Used to conceal her identity while dating in Sunagakure 152.
Relationships
- Hyuga Bin — Friend, rescuer, political supporter, and boyfriend. Their relationship develops through diplomatic visits, his medical assistance, and her recovery. Their first kiss precedes formal dating; Pakura later meets his parents and confirms their relationship to Kurenai 65 76 78 128 152 157 158.
- Chiyo — Senior supporter and trusted confidante. Chiyo has protected Pakura since her earlier career and provides decisive electoral backing, though her matchmaking and bloodline schemes sometimes overstep Pakura's wishes 69 118 135.
- Rasa — Longstanding rival and betrayer. They are the same age and competed for Fourth Kazekage. After surviving his assassination scheme, Pakura replaces him and later orders his pursuit as a rogue ninja 74 118 122.
- Tenten — Personal disciple whom Pakura introduces to Bin during his Sunagakure visit 70.
- Motohashi Yuna — Medical caregiver during Pakura's recovery. Yuna helps bathe her and change her bandages 77.
- Hyuga Rei and Hyuga Masato — Bin's parents. Pakura brings gifts when meeting them, cooks with Rei, and later becomes comfortable enough to request Rei's taiyaki 157 223.
- Kurenai Yuhi — Younger-sister figure and later fellow partner of Bin. Pakura reassures her that loving him is not wrong and actively encourages Bin to pursue her 159 223 228.
- Mei Terumi — Fellow Kage and romantic rival. Their first summit exchange becomes hostile through a misunderstanding, which Bin resolves. Pakura's main concern is Mei's ability to challenge her primary-partner status 206 228.
- Konan — Amegakure's leader and another source of romantic jealousy. Despite teasing Bin about withholding support, Pakura votes for Amegakure's recognition 205 208.
- Shira Tsuchi — Initially viewed as a potential romantic threat; later accepted as a “sister,” with Pakura also seeing benefits for Sunagakure's prestige 205 241.
- Tsunade — Fellow village leader and rival for the “First Wife” position. Pakura's resentment remains apparent when they meet before the Konoha Six Kage Summit 252 253.
Relationship with Hyuga Bin
Pakura's Kazekage duties leave little time for dating—sometimes only one day or half a day each month. Bin's Flying Thunder God Technique removes the travel barrier, but not her workload. She stocks up leave for their time together and apologizes for being unable to see him more often 148 192 193.
Their relationship remains officially unannounced for almost three years, despite being known to family and several associates. Pakura postpones going public to protect Sunagakure's dignity as Bin's relationships begin involving women from other villages 205 222.
Pakura initially suggests Kurenai as another girlfriend so that Bin will not be lonely and later personally encourages the relationship. Her acceptance is selective: she is more comfortable with a younger-sister arrangement than with another Kage competing for precedence 193 223 228.
