History

Hiruzen's reputation as the “Strongest Hokage” was earned through his combat record during the First and early Second Shinobi World Wars. He is one of the Sarutobi Clan's most exceptional members, possessing all five chakra natures. 158

After witnessing Uchiha Tunan's spar with Kakashi, Hiruzen ordered the Anbu to investigate the young Uchiha. The report found no suspicious background, but Tunan's ninja books, biographies of former Hokage, signed copy of the Will of Fire, and diary drew Hiruzen's interest. 6 Reading the diary convinced Hiruzen that Tunan could inherit the Will of Fire, leading him to provide the child financial support and personal encouragement. 7

Hiruzen became increasingly invested in Tunan after the deaths of Tunan's parents and the awakening of his Three Tomoe Sharingan. He comforted Tunan, praised his resolve to protect Konoha, and rejected Danzo's request to recruit him into Root. 9 10 He later placed Tunan and Kakashi under Namikaze Minato's leadership, believing the team needed a cheerful mentor who could keep Tunan from losing his way. 34

Following Hatake Sakumo's death, Hiruzen noticed Tunan becoming distant and temporarily removed him from Team Nine. Hiruzen's relationship with Orochimaru became another defining crisis. Though disturbed by Orochimaru's human experimentation, he initially offered his former disciple the chance to return to Konoha and face judgment rather than immediately kill him. During the Third Shinobi World War, Hiruzen's increasingly aggressive strategic decisions and struggle to contain Tunan's growing influence undermined his authority.
