Li Wei used Khada Jhin’s performances and alliances to reshape Gotham’s criminal balance while Dr. Hugo pursued Singed’s alchemy. After helping Stan Topolsky expose Weizhan Pharmaceuticals at a gala, Li Wei stole Stan’s body and tried to revive him at Arkham Asylum.

• Li Wei took control of Arkham Asylum, massacred the Maroni Family at Scott Asylum, and staged a televised performance at Maroney Bar that earned him Khada Jhin’s permanent Hero Template.
• Li Wei bought Singed’s Hero Template and transformed Dr. Hugo into his ally, then accepted Falcone’s money and City Hall’s contract while navigating Gotham’s rival factions.
• Li Wei evaded Gordon and Harvey’s suspicions, encouraged Cobblepot to become a kingpin, and learned that Dr. Hugo needed Viper Potion to recreate Singed’s Rage Potion.
• Li Wei found Stan Pototsky distributing Viper Potion and helped him prepare an attack on a Wayne Enterprises gala, while Dr. Hugo began synthesizing the potion and Li Wei bought Warwick the Uncaged.

Li Wei transformed Stan, Ian, and Dr. Hugo into powerful allies and used them to disrupt Gotham’s gangs while strengthening Arkham Asylum. The arc ended with Li Wei gaining power from millions of cockroaches and pressing Gordon to pursue influence as Cobblepot prepared to overthrow Falcone.

• Li Wei and Dr. Hugo resurrected Stan with a promethium skeleton and Rage Potion pump-heart, then Li Wei gave him Warwick’s Hero Template after Stan slaughtered gang members and accepted his transformation.
• Stan hunted criminals as Warwick Vander while Li Wei hid his identity from Gordon and Harvey, who investigated Arkham Asylum and the gang war.
• Li Wei, Dr. Hugo, and Stan rescued Ian from Fish Mooney, and Li Wei transformed Ian into the demolition expert Jigs.
• After Fish’s death, Cobblepot seized her forces while Li Wei accepted Falcone’s donations and arranged for Gordon to be assigned to Arkham Asylum.

Gordon returned to the police force and pursued Scarecrow and police corruption, while Bruce began investigating Reggie and the Court of Owls.

• Li Wei revealed that the Court of Owls had ordered Bruce Wayne’s parents killed, and Bruce agreed to fund Li Wei’s equipment and transfer Arkham Asylum to him.
• Gordon returned to the police department to investigate the mass hangings, found Jonathan’s father experimenting on him, and helped bring Jonathan to Arkham Asylum.
• Li Wei fused the Fiddlesticks Hero Template into Jonathan, transforming him into a scarecrow, and Jonathan began using Fear Gas to terrorize Gotham.
• A Yellow Lantern Ring arrived at Arkham Asylum, but Li Wei attacked Parallax’s miniature avatar and made a deal to trade fear power with it.
• Gordon and Harvey investigated Scarecrow’s attacks as Li Wei released Jonathan and arranged for Jerome to be brought to Arkham Asylum.

Li Wei set Jerome up as Khada Jhin and arranged for him to escape Arkham with Galavan’s help. Jerome’s attacks devastated Gotham’s police force, leaving the city in turmoil as Cobblepot imposed order through crime permits.

• Gordon learned that Cobblepot charged criminals for licenses and took most of their earnings, while Cobblepot’s visit to the police department exposed the officers’ reluctance to oppose him.
• Li Wei asked Cobblepot to support Theodore Galavan’s mayoral campaign and arrange a raid on Arkham, then transformed Jerome into Khada Jhin and gave him instructions for his debut.
• The Order of Saint Dumas attacked Arkham, and Jerome took charge of the escaped criminals, naming them The Artists and leading them to Wayne Enterprises.
• Jerome seized Gotham’s broadcast, murdered hostages, and escaped by blending into the crowd before killing his blind father and the psychic who had reported him.
