Background / History
Li Wei awakens in Gotham after transmigrating into the DC universe and inheriting the identity of Arkham Asylum’s warden. He discovers the Hero Mall System, which uses Soul Essence to purchase Hero Templates and their abilities. Rather than merely surviving in Gotham, he decides to turn Arkham’s patients into the foundation of his own League of Heroes. 1
His first major act is to confront Dr. Hugo, the chief physician overseeing Indian Hill Hospital beneath Arkham. After Hugo attempts to have him killed, Li Wei massacres the attackers, imprisons Hugo in an asylum ward, and takes effective control of both Arkham and Indian Hill. 2
Li Wei inherits an institution in financial distress and begins rebuilding it into Gotham’s dominant psychiatric facility for criminal patients. He uses theatrical violence, carefully maintained public appearances, and alliances with Gotham’s criminal and political powers to establish Arkham as an institution no one can easily challenge. 3 5 12
As Arkham expands, Li Wei recruits, trains, and transforms selected inmates and outsiders into Hero Template carriers.
