Background / History
Arkham Asylum was originally a decaying psychiatric institution operated under Dr. Hugo, whose underground Indian Hill Hospital used its “patients” as experimental subjects. Li Wei, the asylum’s warden, was nominally in charge of the surface facility but had been positioned as Hugo’s scapegoat should the experiments be exposed 1.
After Li Wei took control of the institution and imprisoned Hugo, he discovered that Arkham had almost no liquid capital and could survive for only about half a month without new funding 2 3. He responded by restarting its criminal-psychiatric services, intending to make Arkham Gotham’s exclusive destination for mentally ill criminals and a source of Hero Template carriers 3.
Arkham subsequently secured a monopoly medical-service agreement with Gotham City Hall. Blackgate Prison began transferring prisoners requiring psychiatric treatment, while City Hall paid subsidies based on patient numbers and treatment costs 32.
