In New York State, citizens aged sixteen or older could only apply for a learner's permit. Even after passing the road test, they could only obtain a junior driver's license (Class-DJ).

Compared with a regular driver's license, both of these licenses came with quite a few additional restrictions. One shared restriction was that a licensed adult with a regular driver's license had to be in the car. They were not allowed to drive alone or ride in a car full of teenagers.

Those holding a junior driver's license could exchange it for a regular driver's license (Class D) at seventeen with a certificate for a driver education course completed in high school or college (MV-285). Or, once they turned eighteen, it would automatically convert into a regular driver's license.

Despite all the restrictions, Lorna's enthusiasm for getting her license remained undiminished. After all, the United States had no household registration system and no unified national ID card. For American citizens, a driver's license was often the first form of identification a young person could obtain.

If an American citizen never needed to travel abroad and never applied for a passport, nor applied for other identification documents due to various miscellaneous requirements, then that driver's license would very likely be the only proof of identity they had for their entire life.
