Black Super considered it briefly and made an assessment. "Don't worry. Rubber bullets and tranquilizer darts really can't damage Oscorp's military machines, but electric shock rounds can. Even if they have surge protection and lightning protection inside, enough shots will still break them."
Electric shock rounds weren't like lightning striking an airplane, hitting only the outer shell and being absorbed by the lightning protection system. Nor were they like a Taser, with two electrodes embedded in the target while the device on the gun generated a paralyzing current.
Homemade electric shock rounds were bullets first. They could penetrate the target before releasing a massive current. This was a self-created application of Kree energy battery technology, a rushed nonlethal round.
