History
Qingcheng was governed by Fang Youting for fifteen years. Despite having been banished there after offending Emperor Jinkang, Fang developed the area, organized land reclamation, and declined two later promotions in order to remain during repeated demon calamities. 3
Wei Qing arrived in Qingcheng as an intern Garrison Commander on an assessment mission to eliminate demons near Fuyun Town. At the time, villages had suffered unexplained “smiling deaths,” and eighteen bodies had disappeared. 3
The investigation exposed a wider conspiracy. Fang Xiang had colluded with demons and used Fang family caravans to transport living people out of the city, while the Yan family was linked to the Ghost Corpse Sect's corpse-puppet operations. The Yan estate contained a well filled with the skeletons of young men and women; Wei Qing concluded that Qingcheng had been turned into a “corpse farm.” 9 14
After the City God Temple operation against the Yan family and Ghost Corpse Sect cultivators, Wei Qing oversaw the punishment of the Fang family and temporarily governed Qingcheng as acting County Magistrate. 15 21 25
A later anomaly in the Black Mist Wasteland brought disciples from nine sect forces to Qingcheng. Wei Qing publicly warned them against causing disorder within the city before entering the wasteland himself. 26 28 Following the Black Mist Wasteland incident, the Imperial Court-appointed Du Ziteng arrived and received authority over Qingcheng from Wei Qing. 40 41
