History

Qingcheng was governed by Fang Youting for fifteen years. Despite having been banished there after offending Emperor Jinkang, Fang developed the area, organized land reclamation, and declined two later promotions in order to remain during repeated demon calamities. 3

Wei Qing arrived in Qingcheng as an intern Garrison Commander on an assessment mission to eliminate demons near Fuyun Town. At the time, villages had suffered unexplained “smiling deaths,” and eighteen bodies had disappeared. 3

The investigation exposed a wider conspiracy. Fang Xiang had colluded with demons and used Fang family caravans to transport living people out of the city, while the Yan family was linked to the Ghost Corpse Sect's corpse-puppet operations. The Yan estate contained a well filled with the skeletons of young men and women; Wei Qing concluded that Qingcheng had been turned into a “corpse farm.” 9 14

After the City God Temple operation against the Yan family and Ghost Corpse Sect cultivators, Wei Qing oversaw the punishment of the Fang family and temporarily governed Qingcheng as acting County Magistrate. 15 21 25

A later anomaly in the Black Mist Wasteland brought disciples from nine sect forces to Qingcheng. Wei Qing publicly warned them against causing disorder within the city before entering the wasteland himself. 26 28 Following the Black Mist Wasteland incident, the Imperial Court-appointed Du Ziteng arrived and received authority over Qingcheng from Wei Qing. 40 41

Government and Security

• Fang Youting — Former Qingcheng magistrate. His long public service earned deep support among the populace, but his son Fang Xiang's demon collaboration led to the Fang family's downfall. 3 10
• Wei Qing — Heavenly Realm Division Garrison Commander who investigated the demon incidents and served as acting County Magistrate until Du Ziteng's arrival. 13 15 41
• Du Ziteng — Imperial Court-appointed County Magistrate who formally succeeded Wei Qing. 40 41
• Zhu Huan — Captain of Qingcheng's constables/runners; initially assisted Wei Qing's investigation before being exposed as a half-demon and later bound into Wei Qing's service. 3 6 8

Notable Locations

• County yamen — The administrative center where Wei Qing met Fang Youting, later directed Qingcheng's affairs, and transferred authority to Du Ziteng. 3 17 41
• Longdong Village — A village roughly twenty li east of Qingcheng City. It was found deserted during the demon investigation. 4
• Fang Manor — Residence of Fang Youting and the Fang family; became the focus of public unrest after Fang Xiang's crimes were exposed. 10
• Yan family estate — Site of a secret well containing numerous human skeletons, evidence of the family's involvement in the Ghost Corpse Sect's operations. 14
