Background
The Heavenly Realm Division is described as the “sharpest fang” of Great Zhou’s imperial authority. Its core mandate is to exterminate demons and oversee the world during an era in which dormant demonic forces are recovering and another human-demon war is feared. 1
Its reputation gives even low-ranking members exceptional standing: an intern Prison Suppressing Envoy carrying the Division’s black saber can make a court minister retreat, while offending the Division is said to make death a comparatively light punishment. 1 Local officials and constables likewise treat its representatives with considerable deference. 3 4
By the time of the Black Lotus Cult crisis, the Division has suffered the loss of numerous high-ranking Garrison Commanders while simultaneously facing demon and monster unrest across Great Zhou. Director Nangong Yu orders 80% of its Garrison Commanders deployed to suppress the escalating threats. 12

Recruitment and Discipline
- The Division accepts supplementary members through two systems: inheritance and recruitment. A deceased Garrison Commander’s child may inherit their quota; if there is no direct descendant, one clan member may be chosen. 2
- Recruitment examinations are held annually across Great Zhou’s prefectures. Candidates who pass are recruited into the Division. 2
- Martial cultivation is a basic requirement for assessment; non-martial artists cannot participate. 3
- Assessment missions are monitored by the Inspection Department. Cheating can result in revocation of status, crippled cultivation, or execution. 3
- Garrison Commanders are required to complete assigned demon-slaying duties each year; outside those obligations, they may arrange their own cultivation or travel. 20
- The Division enforces strict control over its cultivation methods. Unauthorized private possession can lead to crippled cultivation or death. 15

Major Operations
Qingcheng Demon Investigation
Wei Qing is assigned a promotion assessment to eliminate demons near Fuyun Town after his return to the Division. 2 The mission uncovers the Smiling Death Incident, Zhu Huan’s demonic identity, Fang Xiang’s collaboration with demons, and the Ghost Corpse Sect’s use of Qingcheng as a “corpse farm.” 3 6 11 14
After receiving the intelligence, the Division approves Wei Qing’s actions, reports Fang Xiang’s crimes to the Emperor, and grants Wei Qing formal Garrison Commander treatment. It also secretly dispatches a Sixth Rank protector to Qingcheng. 12 13
Suppression of Cults and Demon Collaborators
The Division identifies the Black Lotus Cult, demon unrest, and human traitors as simultaneous threats to Great Zhou. Its leadership notes that the Emperor remains injured from a previous battle, making full-scale war costly despite the Division’s past victories against the cult. 12
It also pursues the Ghost Corpse Sect’s collaborators in Qingcheng and investigates the Blood Robe Sect’s demonic ties after the Black Mist Wasteland incident. 14 38 39
Recognition of Wei Qing
Following Wei Qing’s actions in the Black Mist Wasteland—including rescuing sect disciples, severing a Fifth Rank martial artist’s arm, and comprehending two Profound Meanings—the Division’s leadership agrees to prioritize resources for his growth. 42
Wei Qing is later promoted exceptionally to Earth-rank Garrison Commander, granted a standalone courtyard, an Earth Grade cultivation method, and a Meridian Opening Pill. 47 His status is publicly recognized even by the Third Prince. 50
