The Heavenly Dao arose as the impersonal governing will of the Primordial Era. Its will originates in the Heavenly Dao Origin Space, where it directs the world's operation; because it embodies rules and sentient wills rather than being a conventional lifeform, it is fundamentally without desire or emotion. 93

During the Dragon-Han Tribulation, the Heavenly Dao sought a Heavenly Dao Sage to help maintain the Primordial Era. Tang Xuan identified Hongjun and Luohu—not the Three Tribes—as the tribulation's intended central figures, since the Three Tribes could not contend with the Heavenly Dao itself. 6

The Three Tribes exploited the Heavenly Dao's operational rules by voluntarily suppressing Earth, Wind, Water, and Fire, then creating the Chaos Realm and threatening to withdraw from the Primordial Era.
