Background / History

Soga Toyura is the eldest daughter of the Soga clan’s main family. From birth, she was treated as a genius and public figure; by age six, she could manipulate or rewrite the wills of ordinary people and ordinary Ability Users. Her ability, Mental Manipulation, was feared and reviled even among mental abilities. 10

Although she maintained an aloof, courteous public persona, Toyura secretly watched over Su Youzi. She deliberately made Youzi appear less conspicuous—even badmouthing her—to prevent others from noticing her before her awakening. Her efforts failed to stop Youzi’s Factor from reaching organizations connected to Manifest Manufacturing and the Eye of Insight. 202

Before the events in the Underground Drainage System, Toyura discovered the Eye of Insight’s Harbor District nest and spent more than ten days destroying most of its Guangzheng District forces. When cultist kidnappers caused Soga Ishikawa Kiyomi’s taxi to plunge into the sea, Toyura manipulated bystanders into rescuing Kiyomi and alerting the academy. 52
