Angel understood what the Boiling Gentleman meant, but he utterly failed to understand the Boiling Gentleman's logic.

Just because he had failed to "behold" him, he blamed the "Watcher" beside him—Sanders—and thus wanted to strengthen the Demonic Beasts in the outer passage?

By normal logic, since Sanders, a Watcher who had lost his faith, remained by Shava's side, that meant Shava trusted Sanders. If the Boiling Gentleman went after Sanders, would that not earn him even greater hostility from Shava?
