Because the remaining thirty were all... Dreamseers.
Uriel, Glaimo, Layla, Lia, Cocomore...
Every Dreamseer who had appeared in the Uriel Instance during this period was on the list.
The vast majority had appeared only once, usually to challenge Luigi. Yet the admission list included every last one of them, which was why it looked so long.
Seeing the names on the admission list, everyone was puzzled. Why was it like this?
After some discussion, Luigi offered a guess:
"Could it be that only people with Legal Identity in the Dream Crystal Plain can enter the Mist Swamp Instance?"
Uriel, Glaimo, and the others were not challengers, but their status as "Dreamseers" already counted as Legal Identity under the Dream Crystal Plain's rules.
That was why they could enter.
The Sun and Moon Wizards, Camilo, and Juanjuan the black cat, however, were still "Travelers" at heart. They had not obtained Legal Identity. Only when Luigi's approval of them reached 100%, unlocking the "Voyager Setting Sail" identity, would the Dream Crystal Plain recognize them and grant them Legal Identity.
There was one problem with this, though.
