This was a port town filled with stone buildings, paving stones, and chimneys, perpetually shrouded in gray-white smoke. The island's people mainly made their living through heavy industry, so the beaches along the shore were piled high with discarded industrial equipment.
Several years ago, Doflamingo had chosen this place and stationed himself here with Vergo, Trebol, Pica, and Diamante.
There were ready-made facilities and workers here capable of mass-producing the firearms, grenades, and other weapons they needed, which could then be sold to the various kingdoms of the North Blue.
Over the past year, as the Family's reputation had gradually risen, its business and influence had begun tentatively spreading toward the Grand Line.
Everything had seemed to be progressing smoothly, but today, Doflamingo, who had just turned seventeen, received news that infuriated him.
Vergo, also seventeen that year, entered the room and said gravely to Doffy, who was sitting on a red sofa, "Doffy, something happened at Black Island!"

"The troublemaker is Douglas Bullet, a former Roger Pirates crew member, known as the 'Heir to the Devil.'" Vidal continued explaining without changing expression. "As for Jerm and the others, they were probably already taken out. I tried calling them through the Den Den Mushi again, but no one answered."
"Hmm?!"
Upon hearing Bullet's name, Doflamingo abruptly opened his eyes. His sharp gaze fixed on the speaker as he said, "So it's him. I didn't expect us to be this unlucky, running into such a disaster. It looks like Black Island is completely finished."
Of course, he had heard about Bullet's recent rampage of slaughter across the Grand Line, but now that he had truly encountered him, it honestly felt terrible.
Black Island was the first business location he had established on the Grand Line. He had originally planned to use it as a transit point to expand the Family's trade and influence.

A rapid series of footsteps rang out. A colonel wearing a Coat of Justice strode out from the cabin, came to a stop, and saluted. Then, under the watchful eyes of Rear Admiral Bogard, the adjutant beside him, he reported loudly to the tall figure standing with his back turned.
"Reporting to Vice Admiral Garp! We have just received intelligence from CP5 and confirmed Douglas Bullet's location!"
Garp turned around upon hearing this, his face breaking into a delighted grin as he laughed loudly.
"Ha ha ha ha! Is that so? We finally found him? Those CIPHER POL brats have done a good job lately!"
He had been tracking Bullet these past few days, but every time he arrived at the site of an attack, Bullet was nowhere to be found. After all, Bullet operated alone, so his mobility was naturally much faster than a fleet's.
Now things were different. CP5 was definitely tracking Bullet, which meant they had a chance to intercept him!
"Then what are we waiting for? Full speed ahead!" Garp ordered loudly.
"Yes, Vice Admiral!" Upon receiving the order, the colonel hurriedly turned and ran back into the cabin.
Before long, the entire fleet turned in unison and sped toward Route Four. It took roughly two and a half days to reach Black Island.
"What did CP5 say? Is that kid still there?" Garp asked as he watched the black dot gradually appear on the horizon. The colonel behind him immediately replied, "Yes. After Bullet slaughtered everyone on the island, he seems to be planning to rest there for a few days."
"Rest?"
Garp curled his lip.
"I think he's deliberately waiting for us. He knows he's gone too far lately, and that the Navy would definitely come after him, so he found an island to recover his strength. But that kid definitely didn't expect this old man to come personally. In a moment, I'll give him a few good punches—consider it teaching Roger's bastard crewman a lesson for him!"
He was right. On Black Island, Bullet stood atop a small hill, gazing out at the five Marine Headquarters-class Warships approaching him.

Ever since witnessing Gol D. Roger's public execution at Marineford, Bullet had felt that his life no longer had a goal or pursuit. There was no longer anyone in this world worth challenging for the rest of his life. In the blink of an eye, a thunderous boom erupted, and huge clouds of smoke rose from the town below as though it had been bombarded by artillery. Several damaged buildings nearby could no longer hold up and collapsed.
A moment later, a black figure stepped out of the thick smoke.
"Yo, little Bullet. Long time no see~" Garp stared teasingly at Bullet atop the slope, a brilliant smile on his face.
On the other side, when Bullet saw that the newcomer was Garp, his brows furrowed deeply. His expression instinctively turned solemn to the extreme, every muscle in his body tensing as his vigilance rose to its highest level.
He knew this fight would be difficult!
