History

Imu took direct control of the World Government after warning the Five Elders of a future rebellion that would threaten Celestial Dragon rule. Until then, the Five Elders had ordinarily managed the Government’s affairs; Imu’s decision marked a major shift toward personal rule from the Empty Throne. 2

At the beginning of Imu’s active administration, the Government had 170 member nations and relied principally on the Heavenly Tribute. Its recorded annual revenue was 784.3 billion Beli, below the expected total under the standard 3-billion-Beli contribution required from each member state. 45

The subsequent restructuring expanded the Administrative Department, added Religious Affairs, Health, and Education divisions, revised the Judiciary Department’s responsibilities, and ordered construction of a separate headquarters on the Red Line. Mary Geoise was thereafter intended primarily as a Celestial Dragon residence and World Conference venue. 54

Following the discovery of Star Gates, the Government established the Otherworld Strategy Committee to organize exploration, resource extraction, administration, and military coordination in newly encountered worlds. 264 Its first formal otherworld accession was the Imperial Arms Alliance, formed by the Qin Empire, Kamiwa Island Nation, and Alchemi Kingdom. 689

The Government later moved to abolish Sea Star’s remaining independent royal regimes, replacing the old member-nation system with a world-based representative structure. The World Conference was redefined as a forum for representatives of different worlds rather than a gathering of Sea Star kings. 1303 1443

By the time of its contact with the Hero World, the World Government publicly described itself as an interstellar organization governing fourteen affiliated worlds. 2458

World-Level Administration

The Government’s later governance model divides authority among three principal offices:

• World Representative — represents a world at the World Conference and manages political and economic affairs through its local government. 2170
