History
Imu took direct control of the World Government after warning the Five Elders of a future rebellion that would threaten Celestial Dragon rule. Until then, the Five Elders had ordinarily managed the Government’s affairs; Imu’s decision marked a major shift toward personal rule from the Empty Throne. 2
At the beginning of Imu’s active administration, the Government had 170 member nations and relied principally on the Heavenly Tribute. Its recorded annual revenue was 784.3 billion Beli, below the expected total under the standard 3-billion-Beli contribution required from each member state. 45
The subsequent restructuring expanded the Administrative Department, added Religious Affairs, Health, and Education divisions, revised the Judiciary Department’s responsibilities, and ordered construction of a separate headquarters on the Red Line. World-Level Administration
The Government’s later governance model divides authority among three principal offices:
