History

The League was established after years of war and unified nearly the entire Pokémon world. During its early personnel shortage, Noble Families sent their elites to support it, gaining substantial influence over its resources in return 53.

A previous League Leader later promoted reforms intended to expand access for commoners: public welfare construction, Pokémon Centers, the League Heir plan, and Elite Four Guidance Matches. These measures increased the number of commoner Trainers, who eventually became a major part of the League's personnel base 53.

Following that leader's death, Damalanchi succeeded to the leadership. During his tenure, Noble Families continued to hold extensive control over League resources, while the League faced escalating conflict with Team Rocket and other regional powers 53 96 153.

Public Programs

• Elite Four Guidance Matches — Annual public events in which every Elite Four member participates to encourage commoners to become Trainers 53.
• League Heir plan — Applicants with clean backgrounds who pay League fees for ten consecutive years can receive a high-potential Starter Pokémon, reduced treatment fees, and free Pokémon Center lodging 53.
• Trainer registration and tournaments — Regional League tournaments accept registered Trainers, with recommendations from recognized figures such as Professor Birch supporting applications 109.
• Formal League membership — A Trainer may seek formal membership through recommendations from three Gym Leaders, gaining access to the League treasury 205.
• Senior investigative status — The League can grant senior inspectors access to its systems and controlled areas for assigned investigations 309.

Resource Control

• League resources are heavily divided among Noble Families, restricting ordinary Trainers' access to Pokémon, training materials, and advancement opportunities 96 197.
• League-controlled databases track certain rare Pokémon, including Tyranitar native to Mt. Silver, making unregistered ownership difficult to conceal 133.
• Dragon-type Pokémon originating from Dragon Island are absent from the League database, leaving their ownership vulnerable to hunter attention rather than ordinary League registration 97.

Major Operations

Conflict with Team Rocket

The League employs both overt force and hidden operatives against underground organizations. In Qing Wu's previous life, three previously unseen Elite Four members ambushed him on Mt. Pyre after he obtained the Omega Ruby and Alpha Sapphire 1.

Lance later infiltrated a Team Rocket ghost ship, fought its Ghost-type Pokémon, and obtained evidence of Team Rocket experiments and crimes 71 72 97. Team Rocket, meanwhile, maintained its own spies within the League and treated League infiltration as a major internal threat 44 111.

Rayquaza Capture Plan

Damalanchi initiated the Rayquaza Capture Plan after the Petalburg Group sought League cooperation. The operation involved Petalburg, Devon Corporation's Infinite Energy Device, League evacuations around the Burial Tower, and at least seven Elite Four members 153 158 170.

The League intended to break Rayquaza's Delta Stream protection and place it under Damalanchi's control. Its preparations included Psychic Power technology, Artificial Cell Eggs, and the Infinite Energy Device 161 163.

The operation failed when Rayquaza escaped the device, destroyed the Burial Tower, and entered Primal Reversion with Qing Wu's guidance. The surviving Elite Four united to limit the resulting disaster 168 169.

Burial Tower

The Burial Tower serves as a League-controlled site where powerful deceased Pokémon are buried so that formidable Ghost-type Sprites can continue serving the League. The League deployed selected Trainers to guard its upper floors and protect mission equipment during the Rayquaza operation 160 161.

• Damalanchi — League Leader who directs major League policy and sought to capture Rayquaza to strengthen the organization 153 163.
• Lance — League prosecutor, Dragon Island disciple, and later Elite Four-level Trainer; assigned League investigations and opposed aspects of Damalanchi's leadership 95 149 153.
