Naruto’s Uzushio Village seized control of Gato’s operations in the Land of Waves and began planning its development, drawing the attention of Konoha, Akatsuki, and rival villages. Naruto and Nagato fought to a stalemate, and Naruto challenged Nagato to reconsider Akatsuki’s plans.

• Jiraiya returned to Konoha and told the Third Hokage that Naruto had founded Uzushio Village, while Kakashi urged Jiraiya to investigate why Naruto had left and exposed the village leadership’s secrets.
• Naruto sent Shisui, Zabuza, and Haku to the Land of Waves after Gato’s hired rogue ninja attacked the Land of Whirlpools, but the team discovered that Gato was hiding behind a double.
