What Monica had mentioned was that the Valarun Warrior Hall had finally been completed. Before Brando had left Valhalla for Ambersell, he had instructed Monica to construct, in order, all the buildings Valhalla could currently build. Although the main focus was training Wind Archers and completing Valhalla's development from the first stage into the second, Monica had still found time during his absence in Dead Frost Forest to finish constructing the Valarun Warrior Hall—or perhaps "finish" was not quite accurate, since the hall had only just been completed.
