Background / History

The Special Management Bureau was established by decree 272 years before the events discussed in the novel. Its first director enabled it to stand on equal footing with the older Demon Suppression Division. The Bureau is tasked with overseeing Great Xia, while the Demon Suppression Division handles matters both openly and covertly. 142

Though compared to a large mercenary group because its members undertake individual and team assignments, the Bureau is controlled by the state. Its personnel take dangerous missions with an accepted risk of casualties, and are regarded by outsiders as heroes who risk their lives to preserve social stability. 95 13 86

The Bureau is an independent faction directly led by the Governor. Its internal culture is highly strength-based: status and influence are closely tied to a member's combat ability and mission record. 726

Rank and Authority

The Bureau's directors hold recognized administrative authority over local military officers. During an urgent fierce-beast incident, a military vice captain saluted Lin Shuguang because his position as Ninth Division director outranked the officer's. 264

Threat Response

The Bureau responds to attacks by Fierce Beasts, including incidents involving evolved species, wyverns, Demon King-level creatures, and spatial barriers releasing large numbers of monsters into populated areas. It frequently coordinates with the military during these operations. 264 271 349 355

During the Luoshan incident, the Huaicheng Bureau entered combat readiness after evidence indicated that unknown energy from spatial tunnels could cause dead Fierce Beasts to undergo corpse transformation. Divisions were assigned zones to locate and report suspected tunnels, while expert teams prepared to breach or destroy them. 402

Demonic Cultivator Suppression

The Bureau conducts intelligence gathering, raids, arrests, and city-wide operations against Demonic Cultivators and Temple-linked organizations. All nine Huaicheng departments participated in a covert purge that mobilized intelligence personnel across the city, with strike teams tasked with killing hostile targets. 661

Lin Shuguang later reported that the Huaicheng Bureau's “812 Special Operation” eliminated more than 4,500 Demonic Cultivators and captured 102 core members of the Temple and other major organizations. The operation was subsequently promoted nationwide as a model anti-Demonic Cultivator case. 403

Intelligence and Counter-Espionage

The Bureau investigates espionage and stolen intelligence. After Captain Zhang's group from Dongning City was exposed as foreign spies, Lin Shuguang personally led their arrest; the case raised fears that an internal informant had revealed information on corpse people to outside forces. 312

When a suspect escaped with critical intelligence, the Huaicheng Bureau imposed a three-day city-wide lockdown, subjected all entrants and departures to inspection, and deployed personnel and firepower throughout the city. 213

Recruitment and Resource Support

Regional branches recruit martial artists directly, offering settlement bonuses, positions, cultivation resources, and educational opportunities. Si Qianjun secured Lin Shuguang for Huaicheng by offering a 2.5-million settlement bonus and a place at any martial arts school in the country. 726
