Composition and Headquarters
- Central 46 consists of forty Sages and six Judges, drawn from across Soul Society 176 206.
- Its underground council chamber is reached through multiple defensive barriers. Behind the chamber is the Pure Tower Forest Residence, where members may live; entry to the residence is forbidden to outsiders, including members’ families 176.
- Some members’ identities are public, while others remain confidential. Members who reside in the Pure Tower Forest Residence long-term are generally among those whose identities are concealed 176.
- A Sage may choose to conceal their identity, and other Sages cannot disclose it externally without permission 206.
Authority and Jurisdiction
- Central 46 directly governs parts of the Onmitsukidō, an organization operating parallel to the Thirteen Court Guard Squads. It can mobilize personnel under its jurisdiction without informing the Onmitsukidō’s commander 111 142.
- Its Supervision Team monitors Soul Reapers considered potential threats. Targets of “Special Supervision” can be imprisoned in the Worm’s Nest despite not being criminals 8.
- The institution’s authority persists even if its membership is lost: Yamamoto maintains that a re-established Central 46 would remain Soul Society’s highest organ of power 188.
History
Central 46’s decisions come under suspicion after Kuchiki Rukia disappears in the Human World. Rather than dispatching the Onmitsukidō to investigate as it normally would, it orders continued monitoring 174 193. Duan Mu subsequently forces his way toward its council chamber with Amanmen Nayula, who fears that something has happened to her father, a Sage 176 182.
Unohana’s investigation finds that 29 Sages and four Judges have been murdered and replaced with fabricated spiritual bodies. The initial account attributes the killings to Tōsen Kaname and the replacements to Inaba Kagerōza 182. Later, the discovery of the members’ bodies exposes Aizen’s role in the slaughter and his manipulation of events surrounding Central 46 198 205.
Nayula takes charge of Central 46’s affairs and begins reorganizing it 205. She then proposes Duan Mu as a Sage; despite objections to his Rukongai background and influence, he accepts a seat intended to represent Rukongai 206 290. The reconstituted body later presides over Aizen’s and Ichimaru Gin’s cases and rescinds the charges against Urahara Kisuke and Shihōin Yoruichi 286 287.
Central 46’s rulings do not always determine military action. Yamamoto orders a full mobilization against Aizen despite its opposition 256 263. Later, Central 46 invites Duan Mu to its protected residence as Seireitei prepares for Yhwach’s invasion 326.
