Heavenly Oversight Bureau
Established shortly after the dynasty's founding, the Heavenly Oversight Bureau handles all matters involving the pugilistic world and Bizarre Entities. During the dynasty's unrest, it also conducted annual inspections of civil and military officials, with results reported directly to the emperor for decisions on promotion, demotion, reward, or punishment. 20

History
Founding
The Great Zhou Dynasty emerged from an era of warlord conflict, widespread devastation, and suffering among the common people. Emperor Shengwu rose from humble origins, commanded an iron army, overthrew the previous dynasty, and united the realm. 163 199
The previous dynasty's emperor, Tianyun, was remembered in historical records as a tyrant whose rule provoked rebellion. After the old court collapsed, Emperor Shengwu established the Great Zhou Dynasty and became revered for restoring order. 199
Emperor Shengwu's Decline
Although Emperor Shengwu's continued presence deterred open rebellion, he had suffered severe internal injuries in an ambush by other nations during his early years. As his health worsened, feudal lords began waiting for his death before pursuing their ambitions. 139
Despite his illness, Shengwu continued arranging the dynasty's future, entrusting Shen Bai with exceptional authority and seeking to protect the common people from renewed chaos. 257 304
Succession and the King with Equal Authority
Emperor Shengwu appointed the Third Prince as Crown Prince, judging him more suitable to preserve domestic stability than the militarily powerful First Prince. 295
In the same decree, Shengwu named Shen Bai King with Equal Authority, granting him secret warrants, the right to act before reporting, and authority to depose an incompetent ruler. 295 296

Domestic Unrest
Following Emperor Shengwu's departure, marquises across numerous capital-level cities raised banners of rebellion. Some regional rulers remained loyal and formed defensive alliances with the Heavenly Oversight Bureau, but much of the dynasty entered open conflict. 305
Shen Bai became the foremost figure in suppressing the rebellion:
