Background

The Heavenly Oversight Bureau was founded shortly after the establishment of the Great Zhou Dynasty. Its authority covers all matters involving martial artists and Bizarre Entities. 20

During the dynasty's unrest, it was additionally assigned annual inspections of civil and military officials at every administrative level, from counties to the capital. Inspections assess both an official's conduct and local governance; the resulting score is submitted to the emperor, who determines promotions, demotions, rewards, or punishment. 20

Early Inspections and Maple Forest Province

The Bureau's planned inspection of Ascending Cloud County first establishes its influence over local officials, alarming the county magistrate and yamen. 20

After joining the Bureau, Shen Bai considered its access to intelligence, knowledge, authority, and Bizarre Entities its principal advantages. 84 89 In Maple Forest Province, Bureau teams handled the Xuanxin Temple Buddhist Dharma Assembly, the Three Fires Daoist Temple Fire Poison case, and security for a Corpse Driver convoy. 99 109 110

Liu Wufeng later promoted Shen Bai to Provincial Household Overseer of the Maple Forest Province Bureau and Head of Ding Division. 115

Internal Assessment Crisis

The Bureau's internal assessment assembled exceptional new recruits from multiple branches. Torch Academy infiltrated the event through moles, exploiting the assessment to stage a broader scheme. 135 153 159

Shen Bai exposed one of the compromised Bureau members after identifying a suspicious sachet linked to the enemy's plan. 159 He ultimately placed first in the internal assessment and received five Bizarre Items as a reward. 162

Restoration of Nanxing Prefecture

When Shen Bai became Nanxing Prefecture's Prefectural Chief Overseer, the local Bureau had lacked leadership and was constrained by ongoing turmoil. 170

Under Shen Bai's command, the branch reorganized its departments, deployed resources to defend key sites, and launched sustained operations against the Wild Daoism Sect, Wild Buddhist Sect, Torch Academy, and other demonic forces. 177 183 189 The branch rapidly recovered from weakness and again became Nanxing Prefecture's strongest organization. 189

Lingyun Dao Operations

Qianyuan Capital Purge

After assuming the Capital Director position, Shen Bai summoned the entire branch, replaced personnel on active assignments, and purged Huang Neng and the faction responsible for sidelining loyal members. 259 260 261
