His first leaf's power was Energy Concentration: it could focus all its Magic Pressure onto a single point. The second could strengthen Life Energy, and that was the foundation of his Tree of Prosperity.
Locke looked at the third World Tree Leaf in his hand. At his urging, it assembled and transformed itself into a leaf wheel wreathed in flame and heat.

Locke considered it, but his Three-Eyed Tiger-Eyed Cat had no fire affinity and could not use this leaf's power at all.
There was nothing he could do about that.
Every World Tree Leaf was unique in the world. Obtaining three already counted as good luck. Some wizards would fail to recognize a World Tree Leaf even if they encountered one, missing their chance altogether.
He could not choose a World Tree Leaf's attribute.
"If nothing else works, I'll find a way to add some Fire Magic affinity to my Three-Eyed Tiger-Eyed Cat Bloodline. Then the third World Tree Leaf's Energy-Locking Structure won't go to waste."
