Background / History
Establishment
All Heavens City first existed as a locked function of Lu Yuan's chat-group treasure. Once unlocked, it was intended to connect the great realms without the normal restrictions of interrealm travel, provided visitors had the City Lord's permission 104.
Lu Yuan began gathering resources for the project after raiding the Star Gazing Sect's treasury. He intended to make the city a supreme holy city linking the myriad heavens and endless great worlds, with his Uncommon Person inheritance providing the status needed to attract powerful residents 110.
After gaining sufficient Task Points, Lu Yuan unlocked the city. The system selected the Central Great World of Chaos as its anchor point and established the city in the void outside the great worlds. Lu Yuan could enter it with a thought from any location 123.
Preparation and Opening
The newly created city was initially empty despite being fully built and protected by unknown Laws. Lu Yuan transferred his captured Children of Destiny, Children of the World, and Children of Time and Space there as its first labor force 123.
He instituted a Contribution System: Children of Destiny could earn freedom after accumulating one million contribution points, while Children of Time and Space required ten million. The workers were tasked with operating the city's restaurants, taverns, teahouses, shops, entertainment venues, competitions, and rankings 123.
Lu Yuan announced a three-month preparation period, during which the city was divided into residential, trading, entertainment, combat-arena, and discussion districts. Each building contained a hidden Lesser World, allowing the city to accommodate far more people than its visible scale suggested 124.
When the city opened, invitations spread through the chat group across innumerable worlds. Hundreds of billions of people entered almost immediately, overwhelming the initial staff and requiring a super-intelligent brain to coordinate operations 131.
Later Development
After its opening period, All Heavens City became a base for the Lu Clan and a potential base for the Uncommon Person lineage. Li Zhengsheng viewed it as a place from which that lineage could expand its influence throughout the Cosmic Heavens 132.
By the time of its first committee meeting, the city had received 4,875 merchant applications and approved 998. Its treasury held nine million trillion Star Source Crystals and 527 Low-grade Dao Crystals 144.
Five years later, the city was functioning as a major trading hub across the All Heavens and Myriad Realms, while its summoned commander force had grown to 223 Seventh Rank commanders 188.
Appearance
All Heavens City is a vast, newly built city suspended in the black void outside a great world. Great worlds appear around it only as distant flashes of light, while the city itself is clean, complete with buildings, and protected by unknown Laws 123.
