Andrew tried to comfort Cybil, but she said bitterly, "It was my responsibility. I questioned that guy as part of my routine duties, but I failed to realize he was a criminal.

This was why, in the movie, Cybil pursued Rose relentlessly and entered the Real World with her. Without this experience, Cybil would never have been so determined to follow her.
Andrew knew that, so he did not push the issue. After a few more words of comfort, he mounted his flashy motorcycle and began patrolling the town.
The town was actually rather run-down, too. There was no helping it. After Silent Hill was destroyed by the coal fire, every town along this road had lost its former prosperity.
Riding this bike reminds me of Ghost Rider. I wonder if he'll get a chance to appear this time.
With a thought, Andrew sent a sliver of his consciousness into the Game Space. Ron was there, hopelessly "addicted" to gaming. Thanks to his focus and enthusiasm, many game characters had awakened into genuine living beings.
In a sense, Ron was a genius, too—a genius at gaming and sincerity.
The Superhero Game did not include every superhero. Ghost Rider, for instance, was absent. Andrew had always been developing that game character himself, though not to awaken him, but to make him stronger.
Ghost Rider was Andrew's incarnation within the Game Space, representing its ultimate power.
Andrew thought to himself, I'll play games and strengthen Ghost Rider while waiting for Rose and Sharon to arrive. Then I'll open up the Silent Hill instance.
