Background

Hong Qitian first appears as an outwardly unremarkable old man who grants Fang Qingyu the Divine Weaponry Dragon Sparrow Slayer of Calamity. He later reveals that he is a powerful Martial Practitioner and the father of the Divine Management Bureau’s Director-General 98.
