Geography and Defenses

• The Outer City lies outside the Inner City's fortified walls and inside the Gray Mist perimeter. The Floating City's Flame of Civilization shelters it, but monsters occasionally breach the perimeter 2.
• Night Watchers, sentry posts, and automated turrets defend its outskirts. Some households also own turrets; Tao Yu's family has one on its farmhouse roof 2 773.
• Its buildings are commonly assembled from scrap materials. Tao Yu's family lives in a farmhouse made chiefly of asbestos panels, metal sheets, and compressed boards, beside farmland they work but do not own 2 773.

Daily Life

• More than a dozen strongholds offer comparatively stable living conditions, defended by fences and automated turrets. Strongholds have mission halls, and at least the Hound Stronghold has a radio and a skill dojo 31 44.
• Some residents commute to jobs in the Inner City, entering early and returning in the evening because of the cost and status barriers to living there 154 156.
• Wealth varies sharply within the district: the Li Family's timber houses and electric lighting contrast with the scrap-built homes and kerosene lamps common elsewhere 38.

Security and Local Power

• The Outer City Security Team is its strongest armed force, but it concentrates on key areas. Strongholds manage much of their own order, while gangs control some neighborhoods and businesses 36 104 200.
• The Wild Wolf Gang controlled casinos and the flesh trade in two strongholds, as well as an Inner City supply channel for “Joy.” The Security Team later moved against it and the Skull Gang 101 104.
• The Morning Sun Society established territory near the Gray Mist perimeter, where residents moved in for the relative improvement in conditions. It later faced gangs backed by Inner City families 250 773.

Later Developments

• After Tao Yu confronted the Black Rat Gang, other Outer City gangs went into hiding and Inner City families stopped suppressing the Morning Sun Society 774 778.
• Preparations for the Sun Family's wedding brought a large-scale cleanup and a banquet for Outer City residents. Whether the cleaner conditions would last remained uncertain 778.
