Background / History
Naval career and teaching
Zephyr rose from the lowest ranks of the Marines through his own efforts, rather than entering through the military academy. He eventually became an Admiral before retiring from frontline service to train younger Marines 1 157 175.
His first academy cohort—the 1490th class—included Victor, Sakazuki, and Borsalino. Wright graduated from the following 1491st class. Zephyr particularly admired Victor's combination of exceptional talent and relentless training, presenting him as a model for later students 8.
Zephyr invited Victor back to the academy to lecture on physical conditioning and Rokushiki, followed by a speech about creating a sea free of pirates and tragedy. He recorded the lectures for future cohorts and believed Victor's willingness to share his knowledge was motivated by justice 27 28. After Victor became an Admiral, Zephyr again welcomed him back to answer cadets' questions 60.
Fleet Admiral succession dispute
By the Fleet Admiral succession contest, nearly all young and middle-aged generals at Headquarters had studied under Zephyr. Sengoku sought to use that influence by arranging a counseling meeting for dissatisfied, dovish officers under Zephyr's name. Zephyr agreed because he believed their frustrations needed to be addressed, while Sengoku intended the gathering to demonstrate his own political support 146 147.
Zephyr later felt guilty for not supporting Victor in the succession contest and sent Momousagi and Chaton to find him. Victor reassured him that his teaching remained an irreplaceable kindness, but privately intended to deepen both Zephyr's and Kuzan's disillusionment with the Navy 156.
Protecting Kuzan
When Kuzan disappeared, Zephyr directly questioned Sengoku and received evasive answers. After learning of Kuzan's suspension, he instead approached Victor, whom he trusted more than Sengoku or Tsuru. Victor disclosed that the World Government's Science Unit experimented on humans, including children, helping Zephyr understand Kuzan's loss of faith 162 164 165.
Zephyr refused Victor's suggestion that he stop interfering. He traveled to the island where Kizaru was fighting Kuzan, interrupted the confrontation, and declared that he would take his student back. When Kizaru and CP0 continued their operation, Zephyr fought to protect Kuzan despite his reluctance to hurt former comrades 165 167 169.
Victor's subordinates arrived to protect Zephyr, claiming that the CP0 agents were pirate impersonators. Afterward, Victor introduced the possibility of establishing a new Navy outside the World Government's authority. Zephyr initially regarded the idea as treasonous and was too exhausted to pursue the discussion 169 171 172.
Imprisonment and doubts about justice
Zephyr accepted arrest without resistance because he believed he had acted wrongly. His students sought Victor's help, only to discover that Victor had also been detained 174.
At Enies Lobby, Zephyr worried about those being punished for protecting him. He helped an injured, tortured teenager named Yuro, whose homeland had been enslaved after failing to pay the Celestial Gold. Yuro's subsequent death led Zephyr to question who the true villains were and whether the justice he had upheld still had meaning 175 179.
Following Victor's reinstatement, Zephyr's conviction was overturned and he was acquitted. He became the first person to enter Enies Lobby, be convicted, and subsequently have the sentence reversed. Victor personally escorted him out and returned him to the academy 180.
Training-ship tragedy
In Grand Line Era 1513, Zephyr resumed his teaching duties and took Ain, Binz, and other students to Branch 85 for a three-month internship. Their assignments included patrols, pirate searches, and ship maintenance. After learning of a pirate massacring nearby villages, Zephyr placed the branch's 3,000 Marines and ten medium-sized warships under an intensified patrol operation 182.
By plotting the attacked villages on a sea chart, Zephyr predicted two likely targets and successfully encountered Miss Bakkin and Edward Weevil. During the confrontation, an asthma attack created an opening for Weevil to sever his right arm. Only Ain and Binz survived among the students involved 183 184.
Zephyr was evacuated to Marineford for treatment. His students' deaths affected him more deeply than his physical injuries; Victor promised to avenge them. Zephyr returned to teaching during his recovery, while Sengoku offered information about a flexible prosthetic material developed by the Science Unit 184.
Defection and the NEO Navy
The World Government's appointment of Weevil as a Seven Warlord became Zephyr's breaking point. The pirate who had killed his students and severed his arm now had his past crimes absolved and could no longer be attacked by the Navy. Zephyr fainted from anger and later defected with Ain, Binz, and other Marines 243.
He established the NEO Navy, whose emblem inverted the Navy symbol and incorporated a skull pierced by a sword. Its membership grew from over 3,000 to over 20,000 within a few months. Information from contacts at Headquarters enabled raids on supply warehouses, yielding weapons, provisions, medicine, and even Pacifistas. Victor privately intended to support Zephyr rather than suppress him 244.
After the NEO Navy eliminated the Fire Tower Pirates, a subordinate crew of Big Mom, Perospero led an attack on its base. Zephyr prepared a fortified defense and a rear surprise attack. Kuzan arrived to help, and Zephyr declined to pursue the retreating enemy. Kuzan then agreed to remain temporarily with the NEO Navy 244 245.
Kuzan's addition prompted the World Government to take the NEO Navy more seriously and order its destruction. Victor refused to turn his weapons on his teacher 245.

His original conception of justice is gentle: even against heinous pirates, he maintains a principle of not killing and leaves punishment to the law. His wife and son's deaths do not immediately overturn that conviction 148 243.
Zephyr is fiercely protective of his students. He intervenes for Kuzan because abandoning him would leave him isolated and despairing, yet struggles to fight former comrades at full strength. His compassion also extends to Yuro, whom he aids despite the boy's Revolutionary Army affiliation 169 175.
His faith in institutional justice erodes gradually rather than disappearing at once. He initially accepts the World Government as the source of the Navy's lawful authority, but imprisonment, Yuro's death, and Weevil's appointment eventually drive him to establish an independent force 172 179 243 244.
