Background / History

Early Navy Career

Kuzan entered the Navy as an energetic, idealistic academy cadet who wanted to punish evil, help the weak, and become an exemplary Marine. He greatly admired both Garp and the older Victor, particularly Victor’s public lectures on training and justice. 27 28

Unlike many cadets, Kuzan hesitated to join Victor’s Blue Sea Society. He agreed with its desire to eliminate evil at sea, but considered Victor’s concept of justice too extreme. 45 Garp’s repeated refusal of an Admiral promotion also strengthened Kuzan’s admiration for personal freedom over rank. 46

Kuzan’s promotions accelerated as the Navy expanded to address the Great Pirate Era, reaching Commodore and then Vice Admiral. His rapid rise was attributed to both his accomplishments and the support of Zephyr, Sengoku, and Garp. 77 83

Conflict with Victor’s Justice

During Victor’s battle with Golden Lion in Water 7, Aokiji intervened with an ice spear that froze part of Golden Lion’s body. Rather than focus solely on the pirate, he challenged Victor over fighting in a populated city without first protecting civilians. 121

When Victor’s final attack destabilized Water 7, Aokiji froze sliding buildings with an ice bird, saving hundreds of citizens while much of the Navy’s attention remained on Golden Lion’s defeat. 122

His distrust of Victor deepened during the operation against Fish-Man Island. Aokiji doubted that Fisher Tiger had committed the alleged village massacre and objected when the Navy arrested Fish-Men and merfolk it had initially appeared to protect. He nevertheless followed the order rather than openly defy Headquarters. 137 138

Punk Hazard Incident

Victor anonymously showed Aokiji photographs of human experimentation at Punk Hazard. Enraged, Aokiji independently investigated the Science Unit’s secret base. 155

Inside the facility, he found drugged children whose spirits had been broken by the experiments. He froze staff members, disabled surveillance throughout the base, and resolved to rescue the test subjects. 158

Aokiji confronted Carlisle and Caesar over the experiments, questioning whether the Navy could still call itself justice while protecting such a facility. He defeated Carlisle in a single exchange and froze Caesar when the scientist attempted to evade responsibility. 159 160

Victor arrived under Sengoku’s orders to retrieve him, but Aokiji rejected both the Navy’s justification for sacrificing innocents and Victor’s survival-of-the-fittest worldview. He left Punk Hazard without explanation and remained missing for three months. 160 161

Independent Actions

While missing, Aokiji traveled undercover on civilian ships and observed the burden of pirate attacks, excessive taxation, Navy “protection fees,” and Celestial Gold on ordinary people. 162

He later resurfaced as a wandering protector: freezing a human-trafficking ship and rescuing 193 women and children, extinguishing a wildfire in the non-member Kingdom of Dumbark, and assisting stranded Marines. He also disrupted World Government agents conducting abusive operations. 163

Sengoku publicly suspended Aokiji’s duties and appointed Kizaru as his replacement after CP0 pressured the Navy to act against him. 163

Pursuit by the Navy

Aokiji continued attacking World Government intelligence vessels and gathering evidence of government abuses. Victor covertly ordered Lucci to assassinate him while Zephyr set out to find his former student. 165

Kizaru and CP0 later ambushed Aokiji on a deserted island. Aokiji detected the force through Observation Haki, defended against Kizaru’s opening barrage, and fought him with an ice saber. 166

The battle escalated when CP0 agents, five Vice Admirals, and thousands of Navy soldiers joined the pursuit. Aokiji separated himself from Zephyr with an ice wall so he could fight without endangering his teacher, then unleashed large-scale ice attacks to break the encirclement. 168 169

During the Summit War, Aokiji returned to prevent unnecessary loss of life. He froze Whitebeard’s tsunami before it struck Marineford, deliberately stopping the ice less than a meter from the Moby Dick to leave the Whitebeard Pirates a route of retreat. 201 He later froze Akainu’s magma barrage to allow the retreating pirates to escape. 211

Aokiji was seen on a deserted island wearing a dark green coat, black trousers, and black boots. He carried a brown backpack and kept round-rimmed glasses nearby. 166

Personality

He initially believed the Navy represented justice, but the Punk Hazard experiments shattered that faith. He rejects the claim that innocent people must be sacrificed for stability, and he ultimately chooses to act according to his own judgment rather than obey an institution he considers corrupt. 160 161

Although he becomes openly defiant of the World Government, Aokiji remains considerate toward former comrades and elders. He hesitates to unleash indiscriminate ice attacks near Zephyr and attempts to shield his teacher during the Navy’s ambush. 168
