Background / History

Reconstruction era

The Land of Grass lies northwest of the Land of Fire, bordering the Lands of Fire, Earth, and Rain. Its position between stronger powers repeatedly made it a battlefield; it was destroyed during the latter stages of the First Great Ninja War and only began rebuilding more than a decade later. 1

Following its destruction, the country fragmented into territories controlled by warlords and bandits. Kusana ended this disorder by integrating the major factions—including the Mujie lineage, known as Grass Fruit, and Ryuzhi's Grass Flower faction—into the modern Land of Grass. 2 27

Before Kusana's rule, Grass Ninja survival relied on copied ninjutsu, shifting allegiances, and the resale of intelligence between neighboring countries. Kusana retained imitation and talent acquisition as strengths, but sought to replace the country's opportunistic reputation with long-term development. 1 2

Five-year development program

Kusana's first major policy was the “Stealing the Sky and Changing the Sun” plan: acquiring people, bloodline limits, techniques, tailed beasts, and other resources useful to national development. 2

Rather than provoke a three-sided war involving Konoha and Iwagakure, Kusana prioritized education, medical care, defense, construction, and civilian livelihood. He ordered the country to establish its essential frameworks within five years to prevent another national collapse. 2

Rise as a major power

During the Third Great Ninja War, the Land of Grass publicly maintained neutrality while preparing militarily and expanding its industries, education system, technology, and stockpiles. 46

Its partnership with the Land of Rain developed into a formal alliance. Grass and Rain forces jointly secured civilians during the Rain Country lockdown, after which the Land of Rain was officially absorbed and Amegakure became a managed village. 142 472

After expanding through the Lands of Falls and Rivers, the Land of Grass controlled five major ninja villages: Kusagakure, Amegakure, Sunagakure, Takigakure, and Otogakure. 482

Following the Fifth Great Ninja War, the Four Great Ninja Villages surrendered after their forces were contained and Land of Grass troops occupied their territories. 613

East Blue era

The Land of Grass later appeared in the East Blue and seized the Kingdom of Goa. Its forces executed Goa's nobles after they demanded special treatment, then began census work, anti-bandit operations, island administration, and the introduction of Grass Ninja Manufacturing. 514 520

Its attack on Mary Geoise, including the deaths of two Celestial Dragons, triggered a Buster Call. The World Government subsequently ordered the Navy to withdraw, and Marine leadership acknowledged the Land of Grass as a force comparable to the Four Emperors. 620 621

Leader Mang later proposed allowing students to choose which affiliated ninja village they wished to attend for their education, encouraging exchange between the five villages. 482

Agriculture and labor

The Land of Grass has abundant pastureland, high-yield grasses, medicinal herbs, and plants, though its original territory was small. Kusana promoted cattle and sheep breeding as a domestic industry. 11
