Background and History

Konoha was founded when the Uchiha and Senju ended their clan conflict and joined other ninja clans to establish a village. Hashirama Senju and Uchiha Madara created the names Konohagakure and Hokage, but Hashirama was elected First Hokage after Madara was marginalized through Tobirama Senju's influence and alliances. 93

Under the Third Hokage, Sarutobi Hiruzen, the village leadership grew increasingly centralized. The Uchiha became distrusted after the Nine-Tails incident, when the beast was seen with Sharingan in its eyes; Danzō further encouraged suspicion because he coveted the Sharingan. 1 Root's theft of Sharingan and other clan inheritances eventually alienated Konoha's great clans and exposed the leadership's abuse of power. 42

The Uchiha crisis escalated into an open conflict with Root and the Hokage faction. Rather than pursuing indiscriminate revenge, Uchiha Fugaku framed the Uchiha's objective as removing Konoha's “tumors” and restoring a prosperous village for all its inhabitants. 33 Hiruzen's attempted ambush of Tsunade exposed his ambition to establish Sarutobi dominance, causing most clans, many shinobi, and elements of the Anbu to abandon him. 96 99

Following Hiruzen's downfall, Fugaku was elected Fifth Hokage by an overwhelming margin. He introduced new leadership positions, while Minagawa Uchiha became a central figure in Konoha's administration and reforms. 118 122 Konoha later abolished the Land of Fire's noble system, declared the Hokage its supreme ruler, and took direct control of the country. 154

Government and Reforms

Economy and Development

• Mission acceptance was redefined as combat training rather than Konoha's primary source of income. 116
• Orochimaru developed mechanical goods and daily necessities, while Tsunade developed medicines; their products helped Konoha achieve a surplus beyond military expenses. 135
• Elemental ninjutsu became commonplace in civilian production:
  • Earth Style — plowing and construction.
