Background and History
Cobra rules Alabasta, a World Government member nation. He keeps royal spending modest to support people in disaster-stricken areas; after a later war damages the capital, he likewise directs much of the palace’s reconstruction funding toward residents’ homes 32 317.
When the Drum Kingdom issues a declaration of war and harasses Alabasta’s coastal routes, Cobra refuses to retaliate merely out of pride. He investigates the provocation, travels to the threatened port of Nanohana, and questions whether attacks on merchant ships are truly Wapol’s doing 31 32 36 38. After learning that the Donquixote Family is involved, he helps arrange peace talks with the Drum Kingdom 39 41.
Crocodile persuades Cobra to investigate a Poneglyph beneath Alabasta’s royal mausoleum. Cobra permits the search because he wants to understand the threat to his country. Once the stone is found, he has its chamber concealed to protect Alabasta from the risks of its discovery 32 34. During the subsequent conflict, he refuses to reveal the secret even when Vergo threatens him 42.
