Background

The World Government was founded roughly 800 years ago by twenty kings. The descendants of nineteen of those founders became the Celestial Dragons, who claim the status of “descendants of the creators” and retain extraordinary privileges. 15 317

It presents itself as the guardian of justice for more than 170 affiliated nations. Its public political order is symbolized by the Void Throne, which is meant to remain unoccupied so that no single ruler can claim dominion over the world. 317 381

That principle is false in practice: Imu secretly occupies the Void Throne and directs the Five Elders, whose authority governs the organization from Holy Land Mary Geoise. 382 390

Organization

Five Elders and Imu

• Imu — The hidden figure seated on the Void Throne. Imu considers the Demon’s unrestricted thoughts and the reconnection of history to be threats to the world order. 382
• Five Elders — The World Government’s publicly recognized highest authority. They issue direct orders to the Navy, decide policy concerning ancient history, and oversee major responses to the Demon. 126 128 378
• The Elders were willing to use the attending royalty as bait against the Demon during the Mary Geoise crisis. 390

Celestial Dragons

The Celestial Dragons are privileged descendants of the founding kings. Their status places them above ordinary laws; attacks against one require the dispatch of a Marine Admiral or CP0 protection detail. 15

• They can demand slaves, seize property, and disrupt national affairs without meaningful legal restraint. 279 280
• Their personal whims can endanger entire countries, as demonstrated by the Dressrosa “Nation-Destroying Competition.” 288 289
• Not every Celestial Dragon follows this pattern. Donquixote Mjosgard and Merusgarud changed after being aided by the Ryugu Kingdom and openly protected Fish-Men from CP0 and other Celestial Dragons. 355 377 378

Cipher Pol

Cipher Pol is the World Government’s intelligence and enforcement network.

CP agents are trained as disposable tools. Some agents operating in Elegia were orphans raised and conditioned by the World Government to obey completely, carrying poison or explosives for suicide if captured. 72

Navy and Shichibukai

The Navy operates as one of the World Government’s principal institutions, though senior Marines such as Garp, Zephyr, Sengoku, and Tsuru sometimes resist or circumvent Government orders. 155

The Shichibukai system grants selected pirates legal status and plundering rights in exchange for serving the Government’s balance-of-power strategy. The Five Elders released Douglas Bullet from Impel Down and appointed him a Shichibukai specifically to counter the Demon. 128 149

Affiliated Nations

Membership grants countries legal recognition and Navy protection, but the arrangement is coercive. A nation that refuses the World Government risks losing its legal status and protection, leaving its citizens vulnerable to slave traders. 86 380

• The World Conference is ordinarily held every four years in Mary Geoise, bringing together the rulers of affiliated nations. 309 378
• The Temporary World Conference of Marineford Calendar 1507 was called years ahead of schedule, alarming rulers across the seas. 317
• The Ryugu Kingdom had been affiliated for more than 200 years but had never attended a World Conference before this event because of tensions between Fish-Men and humans. 353
• During the Temporary World Conference, the Five Elders compelled the attending kings to consider a plan to eliminate ancient ruins, architecture, Poneglyphs, and other traces of “antiquity.” 378 380

• Sabaody Archipelago — CP agents and Celestial Dragon guards pursue Aiven Lindsey and Fisher Tiger after unrest involving slaves and a Celestial Dragon. Their intervention escalates into shelling that forces civilian evacuation. 15 20 27
• Elegia Incident — Government operatives infiltrate the music festival under the cover of slave traders, intending to blockade Elegia and secure its ancient ruins. The Government then authorizes a Buster Call after a Celestial Dragon is killed. 67 75 79
• Alabasta and Water Seven operations — The Government attempts to control Alabasta through CP0 and CP9, then engineers chaos in Water Seven to obtain the Pluton blueprints. 109 155 160
• Ancient Creation campaign — Concerned that the Demon is collecting Poneglyphs, ruins, and Ancient Weapons, the Government begins seizing or destroying Ancient Creations worldwide. Its actions provoke rival powers, including Kaido. 189 221 416
• Dressrosa Incident — The Government’s connection to the Devil Fruit auction and the Celestial Dragons’ conduct turns Dressrosa into chaos. Afterwards, it suppresses the true account and calls an Emergency World Conference. 240 309 322
• Temporary World Conference — The Five Elders propose the worldwide eradication of antiquity. Cobra and King Riku’s investigation exposes Imu’s existence and the truth behind the Void Throne. 378 381 382
• Mary Geoise invasion — The Government suffers severe losses when the Demon’s allies invade Mary Geoise, expose a slave experimentation laboratory, defeat CP0, and kill Saint Saturn. 389 398 401
• Final collapse — The remaining Five Elders intervene during the conflict around Onigashima and Laugh Tale, but are defeated by Lindsey. With Imu absorbed into the world’s imagination, the World Government collapses. 434 436
