Background
The World Government was founded roughly 800 years ago by twenty kings. The descendants of nineteen of those founders became the Celestial Dragons, who claim the status of “descendants of the creators” and retain extraordinary privileges. 15 317
It presents itself as the guardian of justice for more than 170 affiliated nations. Its public political order is symbolized by the Void Throne, which is meant to remain unoccupied so that no single ruler can claim dominion over the world. 317 381
That principle is false in practice: Imu secretly occupies the Void Throne and directs the Five Elders, whose authority governs the organization from Holy Land Mary Geoise. 382 390
Organization
Five Elders and Imu

Celestial Dragons
The Celestial Dragons are privileged descendants of the founding kings. Their status places them above ordinary laws; attacks against one require the dispatch of a Marine Admiral or CP0 protection detail. 15
- They can demand slaves, seize property, and disrupt national affairs without meaningful legal restraint. 279 280
- Their personal whims can endanger entire countries, as demonstrated by the Dressrosa “Nation-Destroying Competition.” 288 289
- Not every Celestial Dragon follows this pattern. Donquixote Mjosgard and Merusgarud changed after being aided by the Ryugu Kingdom and openly protected Fish-Men from CP0 and other Celestial Dragons. 355 377 378

The Navy operates as one of the World Government’s principal institutions, though senior Marines such as Garp, Zephyr, Sengoku, and Tsuru sometimes resist or circumvent Government orders. 155
The Shichibukai system grants selected pirates legal status and plundering rights in exchange for serving the Government’s balance-of-power strategy. The Five Elders released Douglas Bullet from Impel Down and appointed him a Shichibukai specifically to counter the Demon. 128 149
