Uchiha Kazuto looked at the baffled faces around him, clasped his hands behind his back, and turned toward the village outside the window. This should have been his village, the village of Uchiha Kazuto. Damn Old Sarutobi.
Everyone watched Uchiha Kazuto's back, unsure what he meant.
"Do you know why relations between our clan and the village have become so strained? The village of Konoha couldn't have been founded without our clan, yet look at our standing in the village now. Nobody wants anything to do with us. We don't look at all like one of Konoha's founding clans anymore. Anyone who doesn't know the truth would think the Senju Clan founded Konoha!"
Uchiha Kazuto turned to face the people gathered there, his expression grave. Our clan had fallen into decline. In just a few years, the Uchiha Clan would be wiped out—unless he did something about it. Just look at the absurdity of it: one of Konoha's founding clans would be destroyed in the very village it had helped establish.
If he'd known this would happen, they might as well have let Uchiha Madara and Hashirama Senju establish Konoha themselves. They could have simply cut Uchiha Madara off from the clan. With the Uchiha Clan's strength, perhaps they could have survived instead of meeting the fate of total annihilation.
Sometimes Uchiha Kazuto wondered whether Uchiha Fugaku and Uchiha Mikoto were related—closely related. How else could they have produced such an extremist as Uchiha Itachi?
Well, that was what happened when close relatives married. Nothing could be done about it.
After hearing Uchiha Kazuto's words, the Uchiha clenched their fists and lowered their heads. They knew how glorious the Uchiha Clan had once been, and they knew its current standing in the village. The Hawk Faction members in particular wanted to stage a Coup precisely because of the clan's current plight.
The village had been founded by the Uchiha Clan, yet in the end, the clan had become little more than an outsider in its own home, constantly subjected to unfair treatment. How could they not feel bitter?
The Senju Clan had also helped found Konoha, and it had produced two Hokage. The current Hokage was a student of Tobirama Senju, that Innate Evil Old Man—in other words, he was still part of the Senju line. But why should that be?
Why was it that, even though both clans had founded Konoha, all the Hokage came from the Senju line? The Uchiha Clan had never produced a single Hokage, and had been oppressed all along.
The one time they'd had their greatest hope, Kagami Uchiha—ha! Why was it that only Kagami Uchiha died, while you and your three teammates came through without a scratch, Hiruzen Sarutobi?
How strange! It was so strange!
"Because the village has been suppressing us, and because of Shimura Danzō's schemes."
Uchiha Tekka raised his head and looked at Uchiha Kazuto as he spoke.
"That's right. Those are part of the reason. It's all because of that old ghost, Shimura Danzō, and that Innate Evil Old Man, Tobirama Senju. They twisted the First Hokage's Will of Fire and have always targeted our clan. The Military Police Force was one of that Innate Evil Old Man's schemes against us! He took advantage of our clan's uncompromising nature to create the force. We Uchiha would never turn a blind eye to crime. Anyone we caught would face harsh punishment, without even a chance to bribe their way out."
"By doing this, they drove a wedge between us and the village, leaving our clan with no place in Konoha and stripping us of the villagers' support. That way, they could suppress us as much as they liked. And by oppressing us, they could build up their own prestige in the eyes of the villagers and the other clans!"
Uchiha Kazuto explained. Strict law enforcement wasn't the real problem. The real problem was that the Uchiha Clan had no political influence in Konoha. Apart from the Military Police Force, they had nothing. They had helped found the village, yet were treated like outsiders—pushed around and viewed with suspicion.
If Tobirama Senju hadn't died so early, the Uchiha Clan might have been finished off by him long ago.
Kagami Uchiha might have been a pawn Tobirama Senju had placed inside the Uchiha Clan, a hidden move meant to destroy them. Unfortunately, like Tobirama Senju, he'd died too soon.
Uchiha Shisui inherited Kagami Uchiha's will, then Uchiha Itachi inherited it from Uchiha Shisui. In the end, Kagami Uchiha had indirectly brought about the Uchiha Clan's destruction.
If Tobirama Senju knew that, he'd probably laugh himself back to life in the Pure Land.
"Damn it, so that's what happened!"
After hearing Uchiha Kazuto's explanation, Uchiha Tekka and the others looked furious. Even the Dove Faction members wore expressions of anger. That Innate Evil Old Senju Ghost had been behind such a terrifying conspiracy! Without Uchiha Kazuto, they never would have dreamed that the Military Police Force was itself a conspiracy—a scheme to restrain and oppress the Uchiha Clan.
"Then, Lord Kazuto, is your plan to recruit outsiders into the Military Police Force meant to destroy this conspiracy?"
Uchiha Tekka looked at Uchiha Kazuto and asked excitedly.
"That's right. The Military Police Force has created a deep divide between us and the village. Only by letting people from the village join the force can we close that divide. We need to dispel the force's aura of mystery and inaccessibility, so that everyone can work side by side with their fellow villagers. When that happens..."
Uchiha Kazuto swung the baton in his hand. Then it would be time for Hiruzen Sarutobi to step down.
They could make up whatever excuse they liked. Uchiha Kazuto's real goal was to strengthen his forces and build more units, so he could suppress Konoha, maintain order, and stage a Coup.
He had already awakened his Dojutsu.
He could expend ocular power to create a special law-enforcement unit and assign it various settings.
First Unit.
Duties:
Must obey their superior's orders without question. Enforcement with compassion, batons with force, kicks with precision! Punish lawbreakers and suppress riots.
Abilities:
Members of the First Unit possess far greater resistance to attacks than ordinary shinobi, as well as greater Chakra reserves, faster Chakra refinement, and faster Ninjutsu learning. They can deal critical hits to lawbreakers and, when necessary, combine their powers to activate an even stronger Enforcer Form.
Uchiha Kazuto felt this ability was the result of his two Dojutsu working together.
