The Mangekyō had a time limit. As an orphan, Uchiha Kazuto would eventually go blind if he kept using those eyes. By the time his plan had progressed far enough, Kazuto would probably be nothing but a stray dog by the roadside, someone anyone could kick.

The enormous Hokage Rock exploded, and several of the faces carved into it vanished.

"For Lord Hokage!"

At that moment, a group of ninja cheered atop Hokage Rock. In a very short time, they had completely dismantled it. Then they began building a new Hokage Rock.

Kazuto's face began to take shape.

Meanwhile, a group of ninja carried a huge, exquisitely crafted statue into Konoha's plaza.

It was a statue of Uchiha Kazuto.

"Loyalty!"

After setting down the statue, the ninja raised their hands and chanted about loyalty.

"Good. Very spirited!"

Uchiha Kazuto walked over and nodded in satisfaction. Then he looked toward the new Hokage Rock under construction. From then on, there would be no more Hokage. He had no intention of stepping down.

Over the next while, under Uchiha Kazuto's leadership, Konoha began moving down the path of absolute loyalty and righteousness.

Uchiha Kazuto pulled the nine units out of the Military Police Force.

He formed them into a new force: the Konoha Defense Force. Its sole purpose was to protect Konoha and strike at its enemies abroad, and Konoha itself paid its members' salaries.

For the ninja who joined the Konoha Defense Force, the old mercenary system—where they had to complete missions to earn money—was a thing of the past.

Anbu, Medical Department, Interrogation Department, Military Police Force, Education Department, and Administration Department.

To become a village's Kage, one had to go to the Daimyo of that country.

But Uchiha Kazuto wasn't interested.
