Tsunade was located in Tanzaku Street while travelling with Shizune, gambling despite her debts. Jiraiya sought her out as Konoha’s preferred candidate for the vacant Hokage position, but she initially rejected the role outright. 86 87 88

She challenged Naruto and Sasuke while limiting herself to one finger, underestimating Sasuke until his incomplete one-handed Rasengan forced her to acknowledge his ability. 88 Sasuke later offered part of the Uchiha inheritance in exchange for her help with eye-transplant surgery and for accepting Sakura and Karin as disciples.
